RESOLUTION 16-2915 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, CONFIRMING THE DECLARATION OF A <br />STATE OF EMERGENCY AND ALL EMERGENCY REGULATIONS <br />ACTIVATED BY THE CITY MANAGER AS PROVIDED BY CHAPTER <br />30 OF THE CASSELBERRY CODE OF ORDINANCES; PROVIDING <br />FOR AN EFFECTIVE DATE. <br />WHEREAS, the City Manager of the City of Casselberry is authorized to declare a state <br />of emergency as provided by Section 30-7 of the City Code of Ordinances; and <br />WHEREAS, a public state of weather emergency as provided by Section 3 0- 10 of the <br />City Code of Ordinances was declared by the City Manager at 12 p.m. (Noon) on Thursday, <br />October 6, 2016 due to the anticipated impacts of Hurricane Matthew on the City of Casselberry; <br />and <br />WHEREAS, the declaration of a public state of weather emergency was required for <br />activation of emergency plans adopted by the City; and <br />WHEREAS, Section 30-7(b) of the City Code of Ordinances requires that the City <br />Commission confirm the emergency declaration made by the City Manager. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION 1. The City Commission hereby confirms the decision of the City Manager <br />to declare a public state of weather emergency due to the anticipated impacts of Hurricane <br />Matthew on the City of Casselberry. Per City Code Section 30-7(e), the public state of weather <br />emergency commenced at 12 p.m. (noon) on Thursday, October 6, 2016 and terminated at the <br />end of a period of 72 consecutive hours, said termination being 12 p.m. (noon) on Sunday, <br />October 9, 2016. A copy of the City Manager's emergency declaration is attached to this <br />resolution as Exhibit A. <br />SECTION 2. The City Commission hereby confines all purchases and contracts for <br />service that were deemed necessary and approved by the City Manager during the 72 hour period <br />of the public state of weather emergency. <br />Approximately $1,850 for food and miscellaneous supplies for staff has been spent to date. The <br />cost of labor worked during the emergency is estimated to cost $55,000. If necessary, a budget <br />amendment will be provided in separate action. <br />SECTION 3. The City Commission hereby confirms the necessity of any and all <br />closures of City facilities during and after the public state of weather emergency due to impacts <br />of the hurricane on the various facilities and structures, and/or the necessity to utilize those <br />facilities and/or structures for any ongoing stone recovery operations. <br />
