RESOLUTION 16-2881 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH LAYNE INLINER, LLC; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE. WHEREAS, the City's gravity sewer collection system suffers from inflow and infiltration problems that require rehabilitation; and WHEREAS, both cured -in -place -pipe (CIPP) and epoxy liners are utilized throughout the country to rehabilitate many gravity sewer systems; and WHEREAS, CIPP and epoxy liners have previously been used in many parts of the City's collection system and its installation has been successful; and WHEREAS, Layne Inliner, LLC has also previously been used for substantial construction of CIPP liners within the City's collection system; and WHEREAS, Public Works staff has enlisted Layne Inliner, LLC to provide sanitary sewer, storm sewer, manhole and lift station wet well rehabilitation services in accordance with the Town of Longboat Key, Florida Cooperative Contract number RFP #12-011; and WHEREAS, Public Works staff has reviewed the Agreement with Layne Inliner, LLC which is valid through February 27, 2017 for an amount not to exceed $1,850,000, and found it favorable to meet the needs of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: SECTION I. The City Commission of the City of Casselberry hereby approves the Agreement with Layne Inliner, LLC for an amount not to exceed $1,850,000 by piggybacking the Town of Longboat Key, Florida Cooperative Contract number RFP #12-011 and authorizes the Mayor to execute said document on behalf of the City. SECTION II. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the provisions of this Resolution are hereby repealed. SECTION III. Severability. If any Section or portion of a Section of this Resolution proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the validity, force, or effect of any other Section or part of this Resolution. SECTION IV. Effective Date. This Resolution shall become effective immediately upon its passage and adoption.
