RESOLUTION NO. 15-02 <br />A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY <br />OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO <br />COMMUNITY REDEVELOPMENT; RECOMMENDING APPROVAL OF <br />THE COMMUNITY REDEVELOPMENT AGENCY'S 2015 — 2016 <br />BUDGET CONSISTENT WITH SECTION 163.387, FLORIDA <br />STATUTES; AND PROVIDING FOR AN EFFECTIVE DATE. <br />WHEREAS, the City Commission of the City of Casselberry, Florida has adopted Resolution No. <br />95-889, finding the existence of certain slum and blighted areas within the boundary of the Casselberry <br />Community Redevelopment Area ("the Area,") and determining that the rehabilitation, conservation or <br />redevelopment, or a combination thereof, of the Area by the Community Redevelopment Agency is <br />necessary in the best interest of the public health, safety, morals, or welfare of the residents and citizens of <br />the City of Casselberry; and <br />WHEREAS, the City Commission of the City of Casselberry, Florida has adopted Ordinance No. <br />95-851, creating a Community Redevelopment Agency (the "CRA") to carry out and effectuate the purposes <br />of community redevelopment within the boundaries of the Area; and <br />WHEREAS, the Seminole County Board of County Commissioners has, by Resolution No. 95-R- <br />255, delegated to the City the right and authorization to exercise powers as described and provided in <br />Chapter 163, Part III, Florida Statutes, such powers to include the power to create and establish a <br />Community Redevelopment Agency; and <br />WHEREAS, the Seminole County Board of County Commissioners has, by Resolution No. 2015-R- <br />106, extended the term of the Casselberry CRA from 20 years to 22 years (to the year 2017); and <br />WHEREAS, the Casselberry Community Redevelopment Agency adopted a Redevelopment Plan <br />and has been working diligently toward the goal of bringing the adopted Redevelopment Plan to reality; and <br />WHEREAS, the Community Redevelopment Agency wants to continue working toward the <br />stimulation of economic development and redevelopment projects in Casselberry's Community <br />Redevelopment district; and <br />WHEREAS, the Community Redevelopment Agency has committed to help fund the development <br />of the City's property around City Hall and has stated within the "Projects List" of the Community <br />Redevelopment Agency Plan the desire to fund small business incentives, property assembly, <br />streetscaping, pedestrian/bicycling improvements, public art and signage and other projects which help <br />stimulate the redevelopment of Casselberry's Community Redevelopment District; and <br />
