CITY OF CAS SELBERRY
CODE ENFORCEMENT HEARING
FEBRUARY 11, 2016
The City of Casselberry held its regular Code Enforcement hearing Thursday, February 11, 2016, at 6:30 p.m., in the City
of Casselberry Commission Chambers, 95 Triplet Lake Drive, Casselberry, Florida. Luis R. Guzman, Special Magistrate,
called the meeting to order at 6:30 p.m.
SPECIAL MAGISTRATE
Luis R. Guzman
PLEDGE OF ALLIGIANCE
SWEARING IN OF THOSE IN ATTENDANCE
The Special Magistrate swore in those who would testify.
FORMAT FOR PROCEEDINGS
The Special Magistrate read the format for proceedings.
APPROVAL OF MINUTES
The Special Magistrate approved minutes from the January 14, 2016.
CITY STAFF PRESENT
Randy Woodruff, Development Services Manager
Carlos "Mike" Bauer, Lead Code Compliance Officer
Nathan Johnson, Code Compliance Officer
Brenda Jones, Code Compliance-Coordinator/Recording Secretary
REDUCTION REQUEST
Business Tax Receipt; City Code Section 26.33
• CE -13-00546 390 Frances Ave
Carlos "Mike" Bauer, Lead Code Compliance Officer gave testimony. A lien was imposed on this property in 2013 for
not obtaining a Business Tax Receipt. The City recommends a reduction of the lien from $19,900 to $100. There are
several factors used to figure this recommendation. Code Compliance staff turnover at the time this case was being
processed, the City began a conversion to new software, causing this case to fall off the reports, the applicant (Michael
French) has paid all outstanding BTR fees, administrative cost of $246.83 has been paid (covers staff time, inspections
and postage/recording fees), the applicant now has someone to take care of future payments.
Mr. Bauer stated that Mr. French is fully aware of what his responsibilities are and the City agrees to approve the lien
reduction.
The Special Magistrate stated the reduction was down to $100, with the original lien amount being $19,900.
Mr. Bauer advised the information was correct.
The Special Magistrate asked is the owner of 390 Frances Ave. was in the audience. The property owner was present.
Michael French, 390 Frances Ave gave testimony.
The Special Magistrate asked if Mr. French agreed or disagreed.
I I P a g e
