CASSELBERRY CITY COMMISSION <br />Minutes of August 10, 2015 — Regular Meeting <br />Page 10 of 15 <br />Audience Participation: The following individuals came forward to address Resolution 15 -2767: <br />1. Mr. Scott Devine, 612 Legacy Park Drive, stated he was the President of the Legacy Park <br />Homeowners' Association and that Mr. Ball had been very open with information about the <br />proposed changes and he had received mostly positive comments from the residents when he <br />shared it with them. He added that he felt the addition of higher square footage homes had <br />addressed their main concern, which was how the project would affect property values on <br />existing homes. <br />2. Ms. Dori Sutter, 234 Morton Lane, Winter Springs, voiced some concerns about the buffer <br />between the development where she resides and the proposed Legacy Park development, andthe <br />new location and layout of the proposed Geneva School. <br />No one else came forward. <br />MOTION: Vice Mayor Hufford Solomon moved to approve Resolution 15 -2767, as <br />presented. Motion was seconded by Commissioner Meadows. <br />Discussion: Mr. Newlon clarified that the representation of the site which was being presented at this meeting <br />was only a visual representation of the minimum standards for the proposed project and the changes which were <br />being made to address the Commission's concerns; however, it was not the final site plan which would be <br />brought to the Commission at a later date. A brief discussion then ensued regarding some of the concerns <br />expressed by those who had spoken during audience participation and the changes which were being proposedby <br />the developer. <br />Motion carried unanimously by voice vote 5 -0. <br />A. Ordinance 15 -1428 — Authorizing the Issuance ofNotto Exceed $9,894,000 inA�ne ate <br />Principal Amount of Infrastructure Sales Surtax Revenue Bonds <br />The City Clerk read Ordinance 15 -1428 by title as follows: <br />"AN ORDINANCE AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $9,894,000 IN AGGREGATE <br />PRINCIPAL AMOUNT OF INFRASTRUCTURE SALES SURTAX REVENUE BONDS FOR THE <br />PRINCIPAL PURPOSES OF ACQUIRING, CONSTRUCTING AND EQUIPPING VARIOUS CAPITAL <br />IMPROVEMENTS WITHIN TIIE CITY; PLEDGING CERTAINPROCEEDS OF THE INFRASTRUCTURE <br />SALES SURTAX TO SECURE THE PAYMENT OF THE PRINCIPAL OF, REDEMPTION PREMIUM, IF <br />ANY, AND INTEREST ON THE BONDS; PROVIDING SUPPLEMENTAL COVENANT TO BUDGEI'AND <br />APPROPRIATE LAWFULLY AVAILABLE NON -AD VALOREM REVENUES OF THE CITY SUFFICHNr <br />TO PAY PRINCIPAL OF, REDEMPTION PREMIUM, IF ANY, AND INTEREST ON THE BONDS; <br />PROVIDING FOR THE RIGHTS OF THE HOLDERS OF SUCH BONDS; AND PROVDING <br />SEVERABILITY AND AN EFFECTIVE DATE." <br />
