CASSELBERRY CITY COMMISSION <br />Minutes of September 14, 2015 — Regular Meeting <br />Page 13 of 14 <br />modification to the proposed budget, and the budget now being proposed had been increased to $42,795,681. <br />She further explained that these increases were due to updated revenue projections from the Office of <br />Economic Development and Research, actual rates of workers' compensation and reorganization, and <br />scheduled bond payment as a result of bond issuance. She then gave a brief overview of the proposed <br />increases in each fund. <br />City Manager Randy Newlon announced that the tentative millage rate for 2015 -2016 is being requested at <br />3.1201 mills, the rolled back rate is 5.0703 mills, and the tentative millage rate is 38.46% below the rolled <br />back rate. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions <br />regarding the City's proposed millage rate for the coming fiscal year. Mayor Glancy opened the floor for <br />public participation. No one came forward to address Resolution 15 -2782. Mayor Glancy closed the public <br />hearing relative to Resolution 15 -2782. <br />MOTION: Vice Mayor Solomon moved to approve Resolution 15 -2782, establishing the <br />tentative millage rate of 3.1201 mills for Fiscal Year 2015 -2016, as presented. <br />Motion was seconded by Commissioner Aramendia. Motion carried by voice <br />vote 4 -1, Commissioner Meadows dissenting. <br />Mayor Glancy announced that the City of Casselberry has adopted a tentative property tax rate of 3.1201 mills <br />as the tentative millage rate for Fiscal year 2015 -2016. This rate is 38.46% lower than the rolled back rate of <br />5.0703 mills. The City Commission will hold a final public hearing on Monday, September 28, 2015, after <br />5 :15 p.m. in the City Hall Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that <br />hearing, the City Commission intends to adopt a final millage rate for Fiscal Year 2015 -2016. All interested <br />parties are invited to attend. <br />B. Resolution 15 -2783 — Tentative Operating Budget For Fiscal Year 2015 -2016 <br />The City Clerk read Resolution 15 -2783 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE TENTATIVE <br />BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR COMMENCING ON <br />OCTOBER 1, 2015 AND ENDING ON SEPTEMBER 30,2016; PROVIDING FOR CONFLICTS, <br />SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." <br />Notice of Public Hearing: This public hearing was advertised within the 2015 Notice of Proposed Property <br />Taxes (TRIM Notice) mailed to all taxpayers by the Seminole County Property Appraiser in August, 2015. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 15- <br />2783 to establish a Tentative Operating Budget for the City of Casselberry totaling $42,795,681 for Fiscal Year <br />2015 -2016. <br />Public Hearing: Mayor Glancy stated that this was a public hearing to consider comments and questions <br />regarding the City's proposed budget for Fiscal Year 2015 -2016.
