ORDINANCE 13 -1399 <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, <br />AMENDING CHAPTER 2, ARTICLE II, SECTION 2 -35 (f), ELECTION <br />PROCEDURES, OF THE CITY OF CASSELBERRY CODE OF <br />ORDINANCES; ELIMINATING THE REQUIREMENT FOR FILING <br />PAPER CAMPAIGN FINANCE REPORTS WITH THE CITY CLERK; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, CODIFICATION AND <br />AN EFFECTIVE DATE. <br />WHEREAS, the City of Casselberry is granted authority under Section 106.07(a)2, <br />Florida Statutes, to require that all candidates for municipal office file finance campaign reports <br />electronically; and <br />WHEREAS, the City of Casselberry implemented the requirement for electronic <br />campaign finance reporting in December 2009 via Ordinance 09 -1308 in addition to filing paper <br />campaign finance reports with the City's filing officer, the City Clerk; and <br />WHEREAS, the Florida Legislature has significantly increased the frequency of filing <br />campaign finance reports required under Section 106.07, Florida Statutes, effective November 1, <br />2013, by now requiring monthly reports to be filed from the time the campaign treasurer is <br />appointed, then on the 60th day immediately preceding the election, and biweekly thereafter <br />through and including the 4th day immediately preceding the election, with additional reports due <br />on the 25th and 11th days before the election; and <br />WHEREAS, in light of the significant increase of required campaign finance reports to <br />be filed, the City would like to relieve its candidates for elected office of the requirement to file <br />paper copies of the reports with the City Clerk and only require that campaign finance reports be <br />filed electronically; and <br />WHEREAS, words with double underlined type shall constitute additions to the original <br />text and strike thfough type shall constitute deletions to the original text of Section 2- 35(f), of the <br />City Code of Ordinances. <br />NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF <br />THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. That Chapter 2, Article II, Section 2 -35 (f) Election Procedures, of the City <br />of Casselberry Code of Ordinances is hereby amended as follows; <br />(f) Electronic filing of campaign finance reports required. All candidates for elected <br />office in the City of Casselberry shall electronically file their campaign treasurer's reports <br />required by State law utilizing w4th the Seminole County Supervisor of Elections Office's <br />electronic filing system. ' <br />
