3. West District (Outpareel west of US Highway 17 -92) <br />The boundaries of the sub districts are hereby attached to [Ordinance No. 14 -1414] as <br />Exhibit B and by this reference made a part hereof. <br />C. Conformity. The overlay district has a future land use designation of Major <br />Thoroughfare Mixed Use (MTMU) and is within the PMX -MID (Planned Mixed Use <br />— Mid Rise) zoning district. MTMU and PMX -MID allow for and encourage mixed <br />or multiple -use development patterns that can be designed to be served by public <br />transportation and to be walkable. All new and redeveloped property shall conform <br />to: <br />1. Lake Concord Overlay District (LCOD) standards; <br />2. The City of Casselberry Unified Land Development Regulations (ULDR) <br />(Including mandatory standards within the Community Redevelopment District <br />(CRD) Urban Design Standards. Mandatory standards are provided in Table C1, <br />C2 and C3 of the CRD standards); and <br />3. The City of Casselberry Comprehensive Plan. <br />Where conflicts arise between the ULDR and the LCOD standards, the LCOD <br />standards shall prevail. <br />D. Permitted, conditional and prohibited land uses. Section 2 -5.3, Land use by district, <br />and table C3, Community Redevelopment District Uses of the Community <br />Redevelopment District Design standards provide the general requirements for this <br />overlay district. The exceptions to this are provided as follows: <br />1. Permitted uses <br />a. Two - family dwelling (carriage homes with interior access)(') <br />b. Parks & recreation — passive <br />c. Hotels /motels /transient - interior access <br />d. Retail (less than eighteen thousand (18,000) square feet) <br />e. Restaurants that include drive - thru (only within the West district(2)) <br />2. Conditional uses <br />a. Water related structures (Docks) <br />b. Day care facilities <br />c. Parks and recreation, active <br />d. Limited commercial <br />e. Medical services <br />f. Parking garage <br />3. Prohibited uses <br />a.
