with a maximum slope of three to one (3:1). The minimum crown of the berm <br />shall be two (2) feet. <br />b. The required height of a berm between land uses for buffering and screening <br />purposes depends upon the surrounding land use (See Tables 3 -13.7 (C1) and <br />(C2)). <br />3. Fences. When used to buffer or screen, a fence shall be of a solid material and <br />maintain a character and scale appropriate to the neighboring land use. <br />4. Walls, fences and berms along right -of -way. <br />a. All required plant material shall be planted on the side facing the right -of- <br />way. <br />b. Within the landscape setback facing a public street, walls and fences shall be <br />at least six (6) feet inside the property line. <br />c. The maximum height of a berm along a right of way is five (5) foot. The <br />height required will depend upon the impact of the land use on the roadway <br />and /or the adjacent land use using Table 3- 13.7.(C2). <br />L. Sight Distances. Required sight distances for landscaping adjacent to public rights -of- <br />way and points of access shall adhere to Florida Department of Transportation <br />Standards (FDOT) Standards Index 546 and Section 82 -182. - Obstructions to sight <br />distance at intersections of the City code whichever is more restrictive. <br />M. Clearance over roadways /fire lanes. All trees, whether new or existing, shall have a <br />minimum of 14 feet of clearance over all roadways /fire lanes, whether public or <br />private, to allow for the unobstructed passage of emergency apparatus. <br />N. Survival. All landscaping shall be adequately watered at time of planting and during <br />the growth process to ensure adequate growth. <br />O. Lakeshore restoration plantings. Should it be necessary to establish or replenish <br />shoreline vegetation or littoral zones, the owner should consult a list of suitable <br />water - oriented plants for varying site conditions as well as nondesirable plants from <br />the following: <br />1. Florida Exotic Pest Plant Council's List of Invasive Plant Species. <br />2. Florida Friendly Plants for Stormwater Pond Shorelines, WAS Publication <br />ENH1215. <br />3. Creating Wildlife Habitat with Native Florida Freshwater Wetland Plants, IFAS <br />Publication CIR912. <br />Section 3 -13.4. Specifications for plant materials. <br />A. Trees. <br />1. Plant quality. All required plant materials shall be of a species adaptive to the East <br />Central Florida region and shall conform to standards for "Florida No. 1" or <br />better, as stated in "Grades and Standards for Nursery Plants, Part I (2005) and <br />Part II" (2005), State of Florida, Department of Agriculture, as may be amended <br />hereafter. <br />2. Size. All newly planted trees shall be a minimum of three (3) inch caliper. The <br />minimum tree height shall be twelve (12) feet. <br />3. Canopy and understory trees. The requirements are for canopy trees. Due to site <br />conditions should understory trees be required they shall be planted at a rate of <br />two understory trees equal one canopy tree. <br />Ordinance 15 -1418 <br />Page 5 <br />
