Mr. Phillips disclosed that he placed information on Facebook inviting residents to attend tonight's meeting <br />to show their support. There was no other disclosure of ex parte communications. <br />Mr. Henson arrived at the meeting at 6:31 p.m. and took over chairing the meeting. <br />Fifth Item of Business: SPR 15 -06: Panda Express Fast Food Restaurant: Major site plan review for a <br />restaurant with a Drive Thru. Property located on the Target outparcel at South US Highway 17 -92 and <br />Melody Lane West. <br />Mr. Bob Cantu, Planner II, reviewed the information provided in staffs memorandum dated September 9, <br />2015, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). <br />Mr. Cantu said staff recommends the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for SPR 15 -06. He said the recommendation is based on the site plan <br />dated May 29, 2015, the findings of fact and conclusions of the information provided in the staff report dated <br />September 9, 2015, and subject to the seven conditions outlined in the staff report. <br />Mr. Henson asked the applicant to come forward. Mr. Arthur Hooks IV, 1367 S. Railroad Avenue, Chipley, <br />Florida came forward. In response to the Commission's question, Mr. Hooks said that he has read and agrees with <br />the conditions of approval outlined in the staff report. <br />A discussion ensued regarding the design of the outside seating area, the dumpster enclosure and the <br />landscaping plan for the site. Mr. Hooks reviewed a portion of the landscape plan. It was decided this item would be <br />tabled to allow staff time to provide a copy of the landscape plan for the Commission's review. <br />Mr. Henson asked for a motion to table SPR 15 -06. Mr. Bryan made a motion to table SPR 15 -06. Mr. Van <br />Meter seconded the motion. The motion passed unanimously by voice vote. <br />The Commission reconvened at 8:57 p.m. to review the landscape plan. <br />Mr. Hooks reviewed the landscape plan that was distributed to the Planning and Zoning Commission (a <br />copy is attached and made a part of the minutes). A brief discussion ensued regarding the six extra parking spaces. <br />Mr. Cantu said that staff would work with the developer to save any existing landscaping on the site. <br />Mr. Hooks stated they have worked through the color palette constraints and the finishes of the building. <br />
