RESOLUTION 15 -2782 <br />A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />ADOPTING THE TENTATIVE MILLAGE RATE FOR THE CITY OF <br />CASSELBERRY FOR THE FISCAL YEAR COMMENCING OCTOBER <br />1, 2015 AND ENDING SEPTEMBER 30, 2016; ANNOUNCING THE <br />PERCENTAGE BY WHICH THE TENTATIVE MILLAGE IS BELOW <br />THE ROLLED -BACK RATE; PROVIDING FOR CONFLICTS, <br />SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE. <br />WHEREAS, the City Commission of the City of Casselberry must provide public notice <br />of, and hold a public hearing on, the tentative ad valorem millage rate pursuant to Florida Truth <br />in Millage (TRIM) statute F.S. 200.065; and <br />WHEREAS, the public notice for the public hearing for the tentative millage rate was <br />provided to all taxpayers of the City of Casselberry by the Seminole County Property Appraiser <br />in the (TRIM) notice, which was mailed to taxpayers in August 2015; and <br />WHEREAS, the City Commission of the City of Casselberry desires to adopt the <br />tentative millage rate and publicly announce the percentage change by which the tentative <br />millage rate is below the rolled -back rate; and <br />WHEREAS, the City Commission of the City of Casselberry deems that this Resolution <br />is in the best interest of the public health, safety, welfare and well -being of the citizens of <br />Casselberry. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION <br />OF THE CITY OF CASSELBERRRY, FLORIDA AS FOLLOWS: <br />SECTION I. Tentative Millage Rate. The City Commission adopts its tentative <br />millage rate of 3.1201 for the fiscal year commencing October 1, 2015 and ending September 30, <br />2016. <br />SECTION II. Rolled -Back Rate. The tentative millage of 3.1201 set forth in Section I <br />immediately above is a 38.46 percent decrease from the computed rolled -back rate of 5.0703 as <br />certified by the Seminole County Property Appraiser. <br />SECTION III. Public Notice. Within fifteen (15) days of the date of this Resolution, <br />the City Clerk shall advertise in a newspaper of general circulation the City's intent to adopt the <br />final millage rate and shall hold a public hearing to adopt the final millage rate not less than two <br />(2) days or more than five (5) days after the date the advertisement is first published. <br />SECTION IV. Conflicts. All Resolutions or parts of Resolutions in conflict with any <br />of the provisions of this Resolution are hereby repealed. <br />SECTION V. Severability. If any section, subsection, sentence, clause, phrase, word or <br />portion of this Resolution is for any reason held invalid or unconstitutional by any court of <br />
