1. The City of Casselberry will not accept, process or approve any <br />application for business tax receipts, building permits, land use /zoning <br />permits, or any other development permits concerning or related to any <br />and all Dispensing Organization Facilities, including but not limited to <br />facilities for the purpose of low -THC cannabis production, processing, <br />storage, transportation or distribution within the City's corporate limits. <br />2. The City of Casselberry will not process or approve any permits, licenses <br />or approvals for any property, entity, or individual for the processing, <br />transportation, sale or distribution of Low -THC Cannabis, so long as this <br />ordinance is in effect. No person, corporation, partnership or other entity <br />will establish, operate or engage in any Low -THC Cannabis, processing, <br />or distribution within the City of Casselberry. <br />Section 4. Duration of Moratorium. The moratorium imposed by this <br />ordinance will be effective until January 9, 2016 unless rescinded sooner. The <br />City Commission may extend this moratorium by the enactment of an <br />ordinance one (1) time, for a ninety (90) day period, upon a finding by the City <br />Commission that the problems giving rise to the need of this moratorium continue <br />to existSection 5. Administrative /Quasi- Judicial Review Procedure. <br />a) An owner may request a determination of vested rights by paying the <br />application fee and filing a technically complete application with the City <br />Manager. <br />b) The application form must contain the following information: <br />9 <br />
