Conditional use request for vehicle services. <br />Mr. Henson asked if the Commission had any Ex Parte Communications for this item. No disclosure of Ex <br />Parte Communications was made by the Commissioners. <br />Revised conditions of approval were provided to the Commissioners. <br />Mr. Bob Cantu, Planner ll, reviewed the information provided in staff's memorandum dated July 8, 2015, <br />and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Mr. Cantu said the Planning Division requests <br />that the Planning and Zoning Commission approve CU 15 -07 to allow vehicle service at 100 Seminola Boulevard <br />based upon the findings of fact and conclusions of the staff report dated July 8, 2015, and the eleven conditions of <br />approval. The following is a list of the revised conditions of approval: <br />1. The landscape strip along Seminola Boulevard shall be free of asphalt and or any other impervious material <br />and shall be treated with sod or other type of ground cover. Irrigation shall also be provided. This should be <br />completed within 90 days of this approval. <br />2. All landscaping shall remain in a healthy state and be kept free of weeds and overgrowth. <br />3. Vehicles shall only be serviced within the existing structure. <br />4. The property shall remain free of graffiti. Upon notice by the City, the applicant will have fifteen days to <br />remove (or paint over) all graffiti on the property. <br />5. The building shall maintain a uniform color. <br />6. Vehicle parking shall only be permitted north of the building and shall be limited to two vehicles. Vehicles <br />parked in this area shall not be marked with vehicle signage. All vehicles shall have current tags and shall <br />conform to Section 82,13 of the City's Code of Ordinances (Exhibit B, Section 82.13 of the City's Code of <br />Ordinances) which, among other things, prohibits inoperable vehicles to remain on a property unless such <br />vehicle is within a completely enclosed building. <br />7. Vehicular service shall be limited to only those vehicles associated with John's Motors and not for the <br />general public. <br />8. Retail sales shall not be permitted on -site. <br />9. The conditional use shall commence within 90 days of the approval. <br />10. The conditional use shall expire if the use is discontinued for more than 90 days and/or if the applicant does <br />not secure a business tax license from the City within this timeframe. <br />11. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null and <br />void. <br />A brief discussion ensued regarding the conditions of approval. Mr. Henson asked the applicant to come <br />forward. The applicant was not present at the meeting. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address CU 15 -07. Mr. Bryan made a motion that the Planning and <br />Zoning Commission approve CU 15 -07 to allow Vehicle Service at 100 Seminola Boulevard based upon the findings <br />
