11. PUBLIC HEARINGS The purpose of a Public Hearing is to receive input regarding the item being considered. Public Hearings are not intended to be a time for the public to obtain information about the subject matter of the hearing. (Hearing Sequence: 1st - Staff, 2nd - Applicant/Requesting Party; 3rd - Public; 4th - Opportunity for brief rebuttals, if appropriate; Final - City Commission motion, discussion and action.) A. Public Hearing: First Reading of Ordinance 14 -1414 - Amendment to the Unified Land Development Regulations (LPA 14 -08) and Official Zoning Map (ZB 14 -02) to include the Lake Concord Overlay District Ordinance 14 -1414 provides for consideration on first reading to amend the City's Unified Land Development Regulations to add Section 2 -7.32, Lake Concord Overlay District Standards, and to amend the Official Zoning Map to add the Lake Concord Overlay District. This item is continued from the November 18, 2014 City Commission meeting. B. Public Hearing: Second Reading of Ordinance 14 -1415 - Amending the City Charter to Allow for the Transfer of the Fire Protection Services to Seminole County Ordinance 14 -1415 provides for adoption to amend the City Charter to allow for the transfer of Fire Protection Services to Seminole County. C. Public Hearing: Second Reading of Ordinance 14 -1416 - Authorizing the Inclusion of the City of Casselberry in the County Municipal Services Taxing Unit and Repeal Parts of the City Code Ordinance 14 -1416 provides for adoption to authorize the inclusion of the City of Casselberry in Seminole County's Fire and Emergency Medical Services Municipal Services Taxing Unit and the levy of ad valorem tax on real and personal property within the City of Casselberry by Seminole County by the amount of the MSTU millage rate, and to generally remove references to the Fire Department from the City Code. Amended Neighborhood Improvement Grant Program for FY14 -15 Modifications to amend the Neighborhood Improvement Grant Program for fiscal year 2014 -2015 are submitted for Commission consideration. B. City Manager Performance Evaluation Summary This item provides information regarding the City Manager's performance evaluation for FY13 -14. 13.
