RESOLUTION 13 -2551 A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE CITY OF CASSELBERRY NEIGHBORHOOD IMPROVEMENT GRANT PROGRAM; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE. WHEREAS, the City's housing stock is a critical component to the quality of life of every resident of the City; and WHEREAS, the City's Housing Task Force evaluated and presented recommendations to the City Commission via Resolution 12 -2369 in an effort to provide new opportunities to increase community character; and WHEREAS, the Task Force and City Commission determined that adopting a grant program would assist City residents in the improvement of their homes and neighborhoods; and WHEREAS, the Casselberry Neighborhood Improvement Grant Program will allow for funding partnerships between City neighborhoods, community residents and the City of Casselberry; and WHEREAS, funds for the Neighborhood Improvement Grant Program must be approved by the City Commission for each fiscal year and budgeted accordingly; and WHEREAS, a Review Committee comprised of City staff will review and rank the applications and provide recommendations to the City Commission for final approval; and WHEREAS, the City Commission finds that the Neighborhood Improvement Grant Program is in the best interest of the City and the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: SECTION 1. The City Commission of the City of Casselberry hereby adopts the Casselberry Neighborhood Improvement Grant Program. SECTION 2. CONFLICTS. All Resolutions or parts of Resolutions in conflict with any of the provisions of this Resolution are hereby repealed. SECTION 3. SEVERABILITY. If any section, subsection, sentence, clause, phrase, word or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. SECTION 4. EFFECTIVE DATE. This Resolution shall become effective immediately upon passage and adoption.
