All were present. <br />5. MINUTES <br />A. Minutes of September 23, 2013 — Regular Meeting <br />MOTION: Commissioner Aramendia moved to approve the minutes of the September 23, <br />2013 Regular Meeting, as presented. Motion was seconded by Commissioner <br />Solomon. Motion carried unanimously by voice vote 5 — 0. <br />6. PRESENTATIONS /COMMENDATIONS <br />A. Presentation: Oxford Road Study <br />Assistant Public Works Director /City Engineer Kelly Brock introduced Mr. Curtis Ostradka, Senior Project <br />Manager of Planning for VHB MillerSellen, 225 East Robinson, Orlando. Mr. Ostradka stated his firm had <br />been partnering with Seminole County over the past few months on a study of the Oxford Road area, including <br />both South and North Oxford Road in the vicinity of Highway 17 -92 and State Road 436. <br />Mr. Ostradka's presentation outlined the details of the study findings and consisted of the following <br />components: <br />■ Overview of how the study was conducted and what resources were utilized, <br />including meetings with focus groups comprised of business owners from the area <br />■ Retail Market Analysis: Results of a market study performed by Gibbs Planning <br />Group, a national retail market analysis firm with 25 years of experience <br />■ Oxford Road Alignment and Cross Sections: Details of conceptual planning options <br />for realignment of Oxford Road, including new internal connectors to break up <br />"super blocks" <br />• Alternative 1: Two lane divided typical section with angled parking <br />• Alternative 2: Four lane typical section with parallel parking <br />■ Draft Redevelopment Plan: Green space for events; master stormwater system; <br />"Main Street' ' with terminal element; mixture of uses, including residential; gridded <br />block structure; connectivity to surrounding neighborhoods; and public /CRA <br />contributions <br />
