Resolution 13 -2558 — Supplemental Agreement #5 to the Continuing Professional <br />Development Management Services Contract with Associated Consulting <br />International, Inc. <br />The City Clerk read Resolution 13 -2558 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA APPROVING AND <br />AUTHORIZING THE EXECUTION OF SUPPLEMENTAL AGREEMENT #5 TO THE <br />CONTINUING PROFESSIONAL MANAGEMENT SERVICES CONTRACT WITH ASSOCIATED <br />CONSULTING INTERNATIONAL, INC. TO PROVIDE DEVELOPMENT SERVICES FOR "CITY <br />CENTER "; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon stated the Commission had approved an agreement in July, <br />2013 with its two development partners, Integra and Casto, and that agreement included a site plan which had <br />two apartment buildings on the south side of the development and one on the north, on the footprint of the <br />existing Public Works building. He further explained that an alternate vision had arisen at two subsequent <br />workshops which provided for a realignment of Triplet Lake Drive, and demolishing only a portion of the <br />Public Works building to allow for the realignment of the road and placement of all three apartment buildings <br />on the south side clustered in one contiguous area. <br />Mr. Newlon stated that the resolution being presented for consideration was to grant approval for Associated <br />Consulting International (ACi) to vet the concept and provide engineering and landscape design information, <br />together with associated costs for presentation to the Commission which would allow an informed decision <br />regarding feasibility of the proposed alternate plan. He added that Mr. Larry Adams of ACi and Mr. Rick <br />Baldocchi of Avcon, ACP s engineering partner, were present to answer any questions from the Commission. <br />Discussion: A lengthy discussion ensued regarding what portion of the Public Works building would be <br />demolished; costs and cost sharing; and various design components of the project. In response to questions <br />from the Commission, Mr. Adams explained that the work that would be done would include development of a <br />detailed layout of the geometry of the road, including all of the landscaping materials, lighting, curb cuts, and <br />the walkability aspects of it. He added that it would also include the center roundabout design which the <br />Commission had requested be included as a placemaking component. He further stated that these documents <br />would not be construction documents, but could be used and implemented by either the developers or the City. <br />In response to questions from the Commission, Mr. Newlon advised he and Mr. Adams would be briefing the <br />CRA on the status of the development project, and he would also be asking that they share in the cost of this <br />additional design work. He added that he intends to ask the Commission to continue to use ACi as a consultant <br />for the project and he anticipates that he will be bringing forward future requests for work by ACi as the <br />project proceeds. <br />Audience Participation: The following individuals came forward to address Resolution 13 -2558: <br />1. Mr. Alan Farrar, 522 Queens Mirror Circle, expressed concerns about the cost to the <br />taxpayers for the road realignment, and suggested that maybe fewer apartments and no road <br />alignment might be a better option. <br />2. Mr. James Fraleigh, 23 Teresa Court, voiced concerns about the City Center development and <br />the cost to the taxpayers, stating he felt all costs of the development should be borne by the <br />
