1. STRATEGY FOR REQUESTING EXTENSION <br />Overall Strategy: <br />The analysis of the need for an extension of the Redevelopment Plan and life of the CRA should <br />be based on several specific items, including: <br />1. Projects that are needed in the district <br />2. The ability to fund these projects on a "pay as you go" basis <br />3. Identification of the lost valuation due to the flyover <br />4. Impacts of the flyover on economic growth <br />5. General economic conditions due to the recent recession and deterioration of the Real <br />Estate industry <br />6. Success of the CRA's incentive programs and assistance to businesses <br />7. New Redevelopment Plan focusing on an extension of between 2 and 10 years <br />The basic concept is to request an extension of the CRA time frame to include the completion of <br />the flyover and stabilization of the area after construction. The stabilization will include factors <br />such as the opening of the roadway, determination of any surplus land and the use of this land. <br />The request is anticipated to be at least five years after the opening of the flyover and the ramps. <br />2 1 P a g e <br />
