TO: Kyle Dudgeon, City of Casselberry FROM: Phil Gonot, PMG Associates, Inc. SUBJECT: Initiation of Community Redevelopment Plan Amendment Study Overall Strategy . The analysis of the need for an extension of the Redevelopment Plan and life of the CRA should be based on several specific items, including: 1. Projects that are needed in the district 2. The ability to pay for these projects on a "pay as you go" basis 3. Identification of the lost valuation due to the flyover 4. Impacts of the flyover on economic growth 5. General economic conditions due to the recent recession and deterioration of the Real Estate industry 6. Success of the CRA's incentive programs and assistance to businesses 7. New Redevelopment Plan focusing on an extension of between 2 and 10 years The basic concept is to request an extension of the CRA time frame to include the completion of the flyover and stabilization of the area after construction. The stabilization will include factors such as the opening of the roadway, determination of any surplus land and the use of this land.. Public Meeting Schedule: The desire of PMG Associates, Inc. (PMGA) is to engage the public as much as possible in this process. This concept also coincides with the CRA's and the City's wishes regarding public input. To achieve this goal, we suggest that a workshop be held with the CRA Board and that the workshop be scheduled for the September 12, 2013 regular meeting. Our approach also includes stakeholder input from selected business and community leaders which will include the Economic Development Advisory Board at their regularly scheduled meeting of August 20, 2013. Other interviews will be scheduled as appropriate. Regular meetings will be conducted with staff regarding the progress.
