Public Hearings are not intended to <br />be a time for the public to obtain information about the subject matter of the hearing. (Hearing Sequence: 1st - Staff; 2nd - <br />Applicant/Requesting Party; 3rd - Public; 4th - Opportunity for brief rebuttals, if appropriate; Final - City Commission motion, <br />discussion and action.) <br />A. Public Hearing: Second Reading of Ordinance 14 -1402 - Adoption of Capital Improvement <br />Program as Part of the City Comprehensive Plan <br />Ordinance 14 -1402 provides for consideration on second reading to adopt the City of Casselberry's Capital Improvement <br />Program as part of the Comprehensive Plan. <br />B. Public Hearing: Second Reading of Ordinance 14 -1403 - Amendment to City Code, Chapter <br />86, Utilities <br />Ordinance 14 -1403 provides for consideration on first reading of amendments to City Code Chapter 86, Utilities, to defer <br />payment of utility benefit and connection fees or charges from the issuance of the building permit to the issuance of the <br />certificate of completion. <br />C. Public Hearing: Second Reading of Ordinance 14 -1404 - Amendments to the ULDR Article <br />XVI, Signs <br />Ordinance 14 -1404 provides for consideration on second reading to amend City Code of Ordinances, Part III, Unified <br />Land Development Regulations, Article XVI, Signs, particularly related to temporary signage. <br />12.
