CASSELBERRY CITY COMMISSION Minutes of April 22, 2013 — Regular Meeting Page 3 of 14 Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of decorum. The following individuals came forward: 1. Mr. James Fraleigh, 23 Teresa Court, voiced concerns about residents not being allowed to speak freely and get answers to their questions and concerns at Commission meetings, and also about the negative effect he feels the flyover and fiu-ther development will have on the City's small town attitude. 2. Mr. John Casselberry, 700 South Lost Lake Lane suggested that the cities should possibly-join together in their approach to have the County extend their CRA's. He also expressed some concerns about restrictions in the City's overlay district. No one else came forward. A. Special Invoice Report Introduction: The Special Invoice Report policy was adopted by the Commission to streamline the financial process for approval of certain invoices, awards of bids, initial contracts and change orders on a project in excess of 5% of the total project. The following item has been reviewed by the affected departments and is being presented for approval: Brown, Garganese, Weiss & D'Agresta, P.A. ® City Attorney Services for March 2013 Invoice #55897 $10,479.91 Fisher & Phillips LLP ® City Labor Attorney Services for March 2013 Invoice #22751- 781456 $ 75.00 Budget Impact: Funds for the City Attorney invoice are available in FY 2013 Budget Account No. 001 -0140- 514.31-01. Funds for the City Labor Attorney invoice are available in FY 2013 Budget Account No. 001- 0140- 514.313 -02. Recommendation: The City Manager and staff recommended approval of the Special Invoice Report, as submitted.
