CASSELBERRY CITY COMMISSION <br />Minutes of April S, 2013 — Regular Meeting <br />Page 9 of 17 <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ACCEPTING THE TINDALE- <br />OLIVER IMPACT FEE STUDY DATED MARCH 25, 2013; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: Planner Marie Regan gave a brief overview of the item, stating that Resolution 13 -2482 <br />was being presented to the Commission for consideration to accept the Tindale - Oliver Impact Fee Study. She <br />stated that staff had been working with Tindale - Oliver over the last few months to update the Impact Fee <br />Schedule for Fire and Rescue; Law Enforcement; Parks and Recreation; and Transportation. She added that <br />the study proposes fees at a maximum level, and the Commission would have the opportunity to determine <br />these fees at a workshop on April 24, 2013. Ms. Regan then introduced Ms. Nilgun Kamp, Project Manager <br />with Tindale - Oliver & Associates for the Impact Fee Study. <br />Ms. Kamp stated that Mr. Steve Tindale, the principal in charge of the study was also present. She then gave a <br />presentation covering the background of the City's impact fees; the purpose of impact fees and the methods for <br />calculating impact fees; and report findings and proposed calculations for each of the City's impact fees: Fire <br />Rescue, Law Enforcement, Parks & Recreation and Transportation. She concluded with a brief overview of <br />the study and comparisons of the calculated fees. She advised that the next steps in the process would consist <br />of the City Commission workshop on April 24, 2013 for review of the draft ordinance and fee adoption levels; <br />a presentation to the Planning and Zoning Commission; and two public hearings to consider adoption of the <br />ordinance. A copy of the PowerPoint presentation is attached to and made a part of these minutes. <br />Discussion: Commissioner Fry inquired about why there was such a drastic reduction in the Recreation <br />Impact Fees. In response, Ms. Kamp explained that the City had made a big investment so the credit <br />component was very large, which in turn reduced the net cost per resident. Mayor Glancy clarified that since <br />the City had received a number of grants and other revenue sources to fund projects for the City's parks, <br />recreation areas and trails, that had lowered the cost to the residents for all of the parks and recreation <br />combined. Ms. Kamp confirmed that this was the case, and although this would reduce the City's eligibility <br />for impact fees for this period, once those improvements were built and paid for and the next impact fee study <br />was done, the fees would most likely increase at that time. <br />Budget Impact: There is no impact to the City budget. <br />Audience Input: No one came forward to address Resolution 13 -2482. <br />MOTION: Vice Mayor Solomon moved to approve Resolution 13 -2482, as presented. <br />Motion was seconded by Commissioner Aramendia. Motion carried <br />unanimously by voice vote 5 — 0. <br />B. Resolution 13 -2483 — Comprehensive Annual Financial Report for Fiscal Year 2012 <br />The City Clerk read Resolution 13 -2483 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />ACCEPTING THE COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR FISCAL YEAR <br />ENDING SEPTEMBER 30, 2012; PROVIDING FOR CONFLICTS, SEVERABILITY AND AN <br />EFFECTIVE DATE." <br />
