Emergency usage of water will increase the Water and Sewer Fund water revenue at the time of use if the City supplies Seminole County. The City will recognize the cost of water consumed in the event Seminole County supplies the City. Recommendation: The City Manager and the Public Works Director recommended approval of Resolution 13 -2509. H. Resolution 13 -2510 — FY 2013 Third Quarter Budget Amendments "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE ANNUAL OPERATING BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2012 AND ENDING SEPTEMBER 30,2013; PROVIDING FOR AN EFFECTIVE DATE. Introduction: Resolution 13 -2510 revises and amends the annual operating budget ofthe City of Casselberry as approved in Resolution 12 -2419 for the fiscal year beginning October 1, 2012. Budget Impact: The third quarter Budget Amendments detail changes to the FY 2013 Adopted Budget as a result of Budget Amendments approved by the City Commission at various meetings during the third quarter of Fiscal Year 2013. Recommendation: The City Manager and the Public Works Director recommended approval of Resolution 13 -2510, I. Resolution 13 -2511 — Annual Improvement Assessment Resolution for the Construction of the Sura nerset North Subdivision Wall "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING THE ASSESSMENT ROLL FOR THE SUMMERSET NORTH ASSESSMENT AREA ESTABLISHED PURSUANT TO ORDINANCE NO. 04 -1137; ESTABLISHING THE LIENS ASSOCIATED THEREWITH; DIRECTING THAT THE ASSESSMENT ROLL BE CERTIFIED TO THE SEMINOLE COUNTY TAX COLLECTOR; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE." Introduction: Resolution 13 -2511 approves the assessment rolls for the annual local improvement assessments related to the construction of the Summerset North subdivision wall. Budget Impact: The construction assessment is applied to the costs incurred by the City for the construction of the wall. This is essentially for the repayment of a loan that was spread over a ten -year period; this is the ninth and second to last year of the assessment. Recommendation: The City Manager and the Finance Director recommended approval of Resolution 13- 2511.
