Motion was seconded by Member Glancy. Motion carried unanimously by voice vote 5 -0. 7. Miscellaneous Ordinance 13 -1338 defining salary and limiting to 300 hours of overtime, as per Senate Bill 1128 was adopted by the City Commission on May 13, 2013 after second reading. The adoption was precipitated by the adoption of new contracts by the Police and Fire unions subsequent to July 2012. Mr. Christensen presented an Ordinance to adopt amendments to the language of the Plan as required by changes in and rulings by the Internal Revenue Code. A letter from the Actuary is forthcoming stating that these changes will have no fiduciary impact. MOTION: Member Glancy moved to approve the Ordinance to amend the Plan language as required by Internal Revenue Code and for presentation of the Ordinance to the City Commission. Motion was seconded by Member Stewart. Motion carried unanimously by voice vote 5 -0. Mr. Christensen presented an Amendment to revise Operating Rules and Procedures Rule 15.1 regarding the extent of confidentiality permitted as per Florida Statute 119. Under a revision to the Statute, Police Officer's and Firefighter's dates of birth are now considered confidential. The form required by the State regarding this change in Statute was signed and filed by the City Clerk, as required. MOTION: Member Strenth moved to approve revised Rule 15.1 of the Operating Rules and Procedures as presented. Motion was seconded by Member Hettler. Motion carried unanimously by voice vote 5 -0. Board Resolution 2013 -01 to make Lorraine Armstrong the Records Management Liaison Officer (RMLO) replacing Rebecca Bowman in that role, now that Ms. Bowman is the Finance Director. In addition, the Resolution adopts the GS1 -SL as the Plan's record retention schedule. MOTION: Member Hettler moved to approve Board Resolution 2013 -01. Motion was seconded by Member Glancy. Motion carried unanimously by voice vote 5 -0. 8.
