City of Casselberry Police Officers' and <br />Firefighters' Pension Board of Trustees <br />Minutes of February 12, 2013 Meeting <br />Page 4 of 6 <br />Rebecca Bowman informed the Board that the agenda presented was an amended agenda due to <br />the omission of an invoice for Salem Trust Co. and a correction on the date of a Christiansen & <br />Delmer invoice. <br />MOTION: Member Hettler moved to approve the Consent Agenda, as presented. <br />Motion was seconded by Member Strenth. Motion carried unanimously by <br />voice vote 4 -0. <br />7. Miscellaneous <br />A. Adoption of Ordinance <br />The State passed SB 1128 that became effective with all new police department and fire <br />department contracts executed on or after July 1, 2011 that limits overtime to no more than 300 <br />hours and no longer permits lump sum payouts of sick and vacation time to be included in the <br />salary definition. An ordinance was presented to adopt SB 1128 into the Plan. The members, <br />upon retirement, will receive credit for the least of the hours recorded up to 300 hours. <br />Ms. Bowman inquired if it is possible to calculate the pre- contract amounts for members based <br />upon the closest pay period to the contract renewal rather than the exact contract date. Mr. <br />Christiansen stated that the calculation needs to be time specific as of contract date for each <br />individual member. Chairman Pavlis asked about mandatory versus non - mandatory overtime <br />and how that would be handled by the Ordinance. Mr. Christiansen clarified that all overtime is <br />subject to the limitation, with the exception being Fair Labor Standards Act (FLSA) overtime. <br />MOTION: Member Hettler moved to approve the Ordinance, as presented by Mr. <br />Christiansen and sent to the City Manager. Motion was seconded by Mr. <br />Glancy. Motion carried unanimously by voice vote 4 -0. <br />8. Staff Report <br />Ms. Bowman reported that the appointment of board members Stewart and Glancy was <br />completed Monday, February 11, 2013 by the City Commission. <br />It was reported the following are new members of the Plan: <br />Fire — Marcio Flores 1/7/2013 <br />Fire — Raul Sanchez 1/7/2013 <br />Fire — Devon Sao 1/7/2013 <br />Police — Carrie Mims 11/5/2012 <br />Police —Christopher Rich 11/5/2012 <br />Police —Matthew Williams 11/5/2012 <br />There were no separations of service for members to report. <br />The Police and Fire Pension Plan School will be held May 20 -22, 2013 in Tallahassee.
