CLASSIFICATION OF MOTIONS <br />1. MAIN MOTIONS — the main motion brings forward a substantive issue for consideration <br />of action by the City Commission. It may include the proposed enactment of an <br />ordinance or resolution as presented to the Commission as an agenda item. It may also <br />be a Commission directive for action by staff or other third parties as outlined within the <br />motion. AFTER a main motion has been made and seconded, it becomes the subject for <br />deliberation and a decision by the Commission. <br />2. SUBSIDIARY MOTIONS —a subsidiary motion alters the main motion that is before the <br />Commission at the time it is applied. Frequent subsidiary motions include: <br />a. Postpone temporarily (table) further consideration. <br />b. Close the debate (end discussion for a vote on the issue). <br />c. Limit or extend debate (end or continue discussion). <br />d. Postpone to a certain time (reschedule the issue). <br />e. Refer for further study (direct staff to provide specific information). <br />f. Amend (provide for changes to the original motion). <br />3. PRIVILEGED MOTIONS —privileged motions take precedence over the main motion <br />under consideration. Usually, some issue of urgency applies. Privileged motions <br />include: <br />a. Adjournment. <br />b. Recess. <br />c. Question of personal privilege (to be excused). <br />4. INCIDENTAL MOTIONS —incidental motions may not relate directly to an issue before <br />the Commission, but may relate to the conduct or procedures relating to the meeting. <br />Incidental motions may include: <br />a. Appeal from a decision of the Chair (asking the Commission to vote on a procedural <br />action or ruling rendered by the Mayor). <br />b. Suspend the rules (request to take an action that otherwise would be prevented by a <br />procedural rule or policy already adopted). <br />c. Consider informally (allow discussion without the intent of action). <br />d. Point of order (which can be raised at any time to call everyone's attention to a <br />violation of the rules, an omission, a mistake or an error in procedure, and to secure <br />Casselberry City Commission Code of Parliamentary Procedures <br />Adopted via Resolution 13 -2496 — May 13, 2013 <br />Page (2 <br />
