12-1375 Referendum - Ad Valorem Tax Exemptions

WHERE, AS, pursuant to Article VII, Section 3 of the Florida Constitution and Section 196.1995, Florida Statues, the Commission of the City of Casselberry is authorized to call a referendum within its jurisdiction to determine whether its respective jurisdiction may grant economic development ad valorem tax exemptions to qualifying new businesses and expansions of existing businesses; and WHEREAS, the City Commission desires to expand the commercial and industry tax base by attracting new businesses and expanding existing businesses to the City of Casselberry and; WHEREAS, the City of Casselberry desires to adopt incentives that enable the community to advance opportunities for quality, sustainable economic development; and WHEREAS, the City Commission desires to continue to promote and enhance the economic climate within the City of Casselberry by malting it financially attractive and by creating additional local jobs through ad valorem tax incentives for new businesses to locate in the City and for existing businesses in the City to expand; and WHERE, AS, the City Commission has determined that a tax abatement program could assist and improve the long term economic climate of the City, and promote the public interest, health, safety, and welfare of the citizens of the City of Casselberry, upon authorization to do so from the voters of the City by referendum; and WHEREAS, the City Commission recognizes that if the electorate of the City of Casselberry grants the authority requested hereunder, ad valorem tax exemptions can only be approved on a case -by -case basis under the criteria specifically established under Florida law; and WHERE, AS, the City Commission finds it to be in the best interest of its citizens to call a referendum election on November 6, 2012 to submit a question to the voters on the November 6, 2012 General Election ballot.
