WHERE, AS, pursuant to Article VII, Section 3 of the Florida Constitution and Section <br />196.1995, Florida Statues, the Commission of the City of Casselberry is authorized to call a <br />referendum within its jurisdiction to determine whether its respective jurisdiction may grant <br />economic development ad valorem tax exemptions to qualifying new businesses and expansions of <br />existing businesses; and <br />WHEREAS, the City Commission desires to expand the commercial and industry tax base <br />by attracting new businesses and expanding existing businesses to the City of Casselberry and; <br />WHEREAS, the City of Casselberry desires to adopt incentives that enable the community <br />to advance opportunities for quality, sustainable economic development; and <br />WHEREAS, the City Commission desires to continue to promote and enhance the <br />economic climate within the City of Casselberry by malting it financially attractive and by creating <br />additional local jobs through ad valorem tax incentives for new businesses to locate in the City and <br />for existing businesses in the City to expand; and <br />WHERE, AS, the City Commission has determined that a tax abatement program could <br />assist and improve the long term economic climate of the City, and promote the public interest, <br />health, safety, and welfare of the citizens of the City of Casselberry, upon authorization to do so <br />from the voters of the City by referendum; and <br />WHEREAS, the City Commission recognizes that if the electorate of the City of <br />Casselberry grants the authority requested hereunder, ad valorem tax exemptions can only be <br />approved on a case -by -case basis under the criteria specifically established under Florida law; and <br />WHERE, AS, the City Commission finds it to be in the best interest of its citizens to call a <br />referendum election on November 6, 2012 to submit a question to the voters on the November 6, <br />2012 General Election ballot. <br />NOW, THEREFORE, BE BY ON OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />
