ORDINANCE 101340 <br />WHEREAS, numerous commercial mascots and human commercial message signs are located along <br />the primary commercial corridors within the City; and <br />WHEREAS, there is a concern that these commercial mascots and human commercial message <br />signs threaten the aesthetics of the City and distract motorists, thus threatening the public health, welfare and <br />safety of the City; and <br />WHEREAS, the proliferation of commercial mascots and human commercial message signs have a <br />negative impact on the image of the City of Casselberry; and <br />WHEREAS, the City Commission finds that it is essential to protect and preserve the aesthetics, the <br />environment and the public health, welfare and safety of the City and its citizenry, and that it is in the City's best <br />interest, and that it is consistent with the Comprehensive Plan for the City to prohibit commercial mascots and <br />human commercial message signs within the city limits of Casselberry; and <br />WHEREAS, the City Commission of the City of Casselberry held a duly noticed public hearing on the <br />proposed changes set forth herein and considered advice of staff, citizens, and all interested parties submitting <br />written and oral comments and supporting data and analysis, and after complete deliberation, hereby finds the <br />requested changes consistent with the City of Casselberry's Comprehensive Plan; and <br />WHEREAS, words with double underlined type shall constitute additions to the original text and &W�e <br />through shall constitute deletions to the original text. <br />NOW, THEREFORE, BE IT ENACTED by the City Commission of the City of Casselberry, Florida: <br />SECTION 1. That Section 3 -16.2, Definitions, of Article XVI, Signs, Chapter III, Performance Criteria, <br />Part III, Unified Land Development Regulations, of the Code of Ordinances of the City of Casselberry, Florida <br />shall be amended as follows; <br />
