5. Proof to the satisfaction of the Citv Commission that the Applicant meets the <br />criteria for a New Business or for an Expansion of an Existing Business as <br />defined in Section 78 -92 her <br />6. The following information: <br />a. The current number of full- time /equivalent (FTE) and seasonal <br />employees of the expanding Business; the total number of FTE and <br />seasonal jobs to be created and maintained by the new or expanding <br />Business, and the period (total number of vearsl needed to fill all of the <br />new jobs; <br />b. The expected number of employees who will reside in the Citv of <br />Casselberry and Seminole County; <br />c. The number and average annual wage of the new jobs, identifying the <br />average annual salary; <br />d. The expected time schedule for job creation; <br />e. The type of industry or Business; <br />f. The environmental impact of the Business; <br />g. The current and anpated volume (in dollars) of business or <br />production, and the percentage of total product sales outside the City of <br />Casselberrv; <br />h. Whether relocation or expansion would occur without the Exemption• <br />i. The source of supplies (local or otherwise); <br />j. Whether the Business will be /is located in a Brownfield and <br />k. The total length (number of years) of the Exemption period being <br />requested; and <br />7. Such other information as maybe deemed necessary by the City Commission. <br />C. A Business shall be required to enter into an agreement with the City Commission to ensure <br />that the Business will satisfy its job creation and maintenance obligations. <br />D. A Business will be required to commence the creation of full -time jobs within the period of <br />the Exemption and to maintain any newly filled jobs for its facility in the City at a minimum <br />through to the expiration of the Exemption granted by the City Commission. If a Business <br />requires additional time beyond the date of the expiration of the Exemption to satisfy all <br />new job creation, maintenance and salary commitments identified in the application, it will <br />be necessary for the Business and the City to enter into a separate agreement which will <br />obligate the Business to comply fully with those commitments. <br />E. If a New Business is locating to, or an Expansion of an Existing Business is occurring in, a <br />Community Redevelopment Area, the City Manager, or Community Development Director, <br />shall promptly so notify the Community Redevelopment Agency Board overseeing such <br />area, and the Board shall be provided a copy of the Application for review and comment. <br />Input from the Community Redevelopment Agency will be considered by the City <br />Commission in deciding whether an Exemption is to be granted. <br />F. An Application for an Exemption shall be submitted in advance of any necessary permit <br />application changing the future land use or changing zoning for proposed sites. In the case <br />of existing sites or facilities where adequate zoning and future land use is in place, an <br />Application shall be submitted prior to application for building permits. <br />G. Upon submittal of the application. the City Manager, or their designee, shall review same <br />and within a reasonable time of submission, notify the Applicant of any deficiencies. <br />H. The application shall be filed on or before January 1 for the year in which an Exemption is <br />requested. <br />Ordinance 13 -1389 <br />Page 6 <br />
