Polkcy TCE 4.6 Criteria for Designation of New Mixed Use Centers. The City's establishment of <br />new mixed use centers shall be coordinated with the City's approval of plans far <br />multi -modal mobility which include at a minimLlm, integrated roadway, transit, <br />pedestrian and bikeway systems designed to reduce demand for automobile travel <br />and reduce greenhouse gas emissions. <br />Policy TCE 43 Joint Use of Public Lands, f=acilities, In the planning, siting and design of <br />transportation system facilities, the Citv shall take into consideration the potential <br />benefits and /or cost savings that may accrue from joint use of the site with other <br />existinq or planned public facilities or multi -use of the facilities. <br />Formatted: Font: Not Bold <br />OBJECTIVE TCE 45. NEIGHBORHOOD PROTECTION. The City shall preserve the residential character of <br />neighborhoods by sensitive transportation planning and design, as well as prioritizing improvements in a <br />manner which protects existing and future neighborhoods. <br />Policy TCE 45.1 During site plan review for either residential or non - residential development, the City <br />shall require neighborhood traffic considerations to limit or prohibit cut - through traffic <br />in neighborhoods. This will be primarily accomplished through site design that <br />discourages non - residential traffic through neighborhoods including between <br />adjacent neighborhoods. Developers shall be required to evaluate the traffic impacts <br />of their development, including development within the TCEA, on adjacent <br />neighborhoods. The City can mandate to developers conditions for approval that will <br />mitigate potential transportation impacts from their development on adjacent <br />neighborhoods. <br />Policy TCE 45.2 In order to divert non - residential traffic from local residential streets, it shall be the <br />policy of the City to give priority to improvements which alleviate neighborhood traffic <br />problems by increasing the flow on the major roadway network. <br />Policy TCE 45.3 The City will construct new roadways or road widenings as identified in the Traffic <br />Circulation and Capital Improvement Elements as City facilities to augment the <br />existing major roadway system and protect residential neighborhoods. Whenever <br />possible, the City shall re -route construction related traffic away from residential <br />areas. <br />Policy TCE 45.4 The City may implement neighborhood traffic control or traffic calming devices in <br />selected areas of existing, through - traffic problems as deemed warranted by the City <br />Commission following full public input.
