Casselberry Housing Task Force <br />September 18, 2012 <br />Page 2 <br />Golf Course Updates <br />Commissioner Aramendia submitted to amend the agenda placing the Golf Course Updates agenda item to <br />position four in lieu of Randy Newlon's, City Manager, attendance. Commissioner Aramendia stated the Chair was <br />open for a motion to approve an amended agenda. Mr. Wadley moved to amend the agenda. Mr. Fry seconded the <br />motion, The motion passed unanimously by voice vote, <br />Mr. Randy Newlon, City Manager, disclosed the City's knowledge, to date, of the Golf Course, Mr. Newlon <br />stated the City is aware of several complications with the Golf Course including, but not limited to, deed restrictions, <br />legal impediments, zoning and maintenance. He also suggested that there are several avenues the Golf Course <br />owners have as it relates to future use, Mr. Newlon cautioned that for the City to purchase the Golf Course the City <br />would either have to go to bond referendum or raise the mileage rate to offset relative costs. <br />A lengthy discussion ensued relative to the abilities, rights, and powers of the Golf Course owner and the <br />City. Mr. Newlon and Mr. Don Martin, Community Development Director, suggested that the City is currently <br />strategizing with the property owner to produce the highest and greatest value for all relevant parties. The Task Force <br />questioned the viability of the deed restrictions and discussed the strategies the City is currently preparing. <br />The Task Force expressed concern regarding the best interest of the City relative to Golf Course and <br />advocated that they may not have enough control on the future use of the property. At the conclusion of the <br />discussion, Mr. Herron motioned to recommend the City purchase the Golf Course properties, Mr, Fry seconded the <br />motion. The motion passed by majority vote. <br />Neighborhood Stabilization Program Updates <br />Mr. Kyle Dudgeon, Economic Development Planner, disclosed information relating to updates with the <br />Neighborhood Stabilization Program. Mr. Dudgeon reiterated that the City submitted a proposal to Seminole County <br />for consideration to use NSP funds for community reinvestment, He stated that the County had concerns with the <br />proposal and the City was unlikely to receive NSP funds at this point. <br />Ms. Kelly Pisciotta, Resource Director for Habitat for Humanity in Seminole County and Greater Apopka <br />disclosed other resources that might be available to the City in partnership with Habitat for Humanity for the purposes <br />of community reinvestment. <br />
