Site plan review for outside display and storage of <br />merchandise. Property located at 2730 South Highway 17.92, Casselberry, Florida. <br />Ms. Marie Regan, Planner II, reviewed the information provided in her memorandum dated May 8, 2013, to <br />the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department). Ms. Regan presented a PowerPoint presentation (a copy is attached and made a part of the minutes). <br />Ms. Regan said in light of other City Code requirements, the site plan modification application has not demonstrated <br />that a necessity exists for limited outside display. She said staff deems that the enclosure of such services, storage <br />and display areas are not impractical or unreasonable. Ms. Regan said other commercial properties are not allowed <br />to display goods outside. She said the purpose of the code prohibiting outdoor display of goods is to maintain <br />consistency throughout the City. She said all business owners have the option of choosing a location most suitable <br />to their needs and the needs of the products in which they sell. Ms. Regan said for these reasons staff does not <br />support the site plan modification. <br />Ms. Regan explained that staff would allow for a screened area to the side of the property for the storage of <br />larger bicycles. Ms. Regan said staff feels this would allow the applicant access to the bicycles. <br />Ms. Regan said if the Planning and Zoning Commission chooses to grant the variance for a display area on <br />the property located at 2730 South Highway 17 -92 the motion should be based upon the Planning and Zoning <br />Commission's findings of fact and conclusion, the staff report dated May 8th 2013, and the following conditions: <br />1. Storage /display of larger bicycles shall be allowed to one side of the building. <br />2. The storage /display area shall be screened in line with Section 3 -10.2. <br />3. The storage /display area shall not project in front of the building line. <br />4. If a fence is erected it shall be maintained in good repair and the good side must face out. <br />5. If a wall is erected it shall be a finished wall of the same color and finish of the existing building. <br />6. The storage /display area shall remain screened at all times except for when maneuvering bicycles in <br />and out. <br />7. All of the above conditions shall be fully and faithfully executed or the variance shall become null and <br />void. <br />A brief discussion ensued regarding existing businesses that have an enclosure in accordance with the <br />ordinance, site plan approval required for the storage area, outside storage for automobile /motorcycle sales and <br />storage of merchandise of existing bike stores in the city. <br />
