All of the above conditions shall be fully and faithfully executed or the variance shall become null and <br />void. <br />In response to the Commission's question regarding the conditions of approval, Ms. Regan stated that the <br />request does not meet the criteria required for granting the variance; however, staffs conditions of approval would <br />provide a reasonable variance. She stated that the conditions of approval allow the applicant to access the side and <br />rear of the property and would reduce the view of the fence from the street. <br />Mr. Meadows asked the applicant to come forward. Ms. Selvije Rexhaj, 115 Todd Drive, Casselberry, <br />Florida came forward. Ms. Rexhaj said the fence would provide screening of the windows and doors from the road. <br />She said she would plant some shrubs behind the fence if the variance is approved. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward, <br />Mr. Meadows asked for a motion to address BA 13 -02. Mr. Guzman moved that the Planning and Zoning <br />Commission deny BA 13 -02, for a fence at 115 Todd Drive, based upon the Commission's finding that the applicant <br />failed to meet all 6 criteria set forth in the Unified Land Development Regulations 1 -2.7. Mr. Bryan seconded the <br />motion. The motion passed unanimously by voice vote. <br />Tenth Item of Business: Other Business. <br />A discussion ensued regarding a possible change to the tree replacement requirements to a tree for tree <br />replacement instead of an inch for inch replacement. The Commission requested that staff provide the number of <br />tree reduction requests that staff has processed and to research strengthening the landscaping requirements on new <br />commercial development. It was decided that staff would present this information to the Commission to discuss at <br />the April or May meeting. <br />Mr. Sorensen stated that staff distributed "The Planning Commissioner's Book" handout and requested the <br />Commission review it and provide any questions at the next meeting. <br />A general discussion ensued regarding a discussion held at a City Commission meeting regarding projects <br />that were approved by the Planning and Zoning Commission that were lackluster and perhaps the right people were <br />not on the Commission. The Commission requested additional training to assist them with their duties. The <br />
