RESOLUTION 13 -2480 "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE APPROVAL OF A RATE ADJUSTMENT BASED ON THE 2012 CONSUMER PRICE INDEX IN ACCORDANCE WITH THE COOPERATIVE PURCHASE AGREEMENT FOR RESIDENTIAL SOLID WASTE COLLECTION WITH WASTE PRO OF FLORIDA, INC.; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." WHEREAS, via Ordinance 10 -1311, the City entered into a cooperative purchase agreement for solid waste collection services with Waste Pro of Florida, Inc. (Waste Pro) based on a competitively bid agreement between Waste Pro and Seminole County; and WHEREAS, said agreement includes a rate adjustment matrix that provides for annual consideration of the previous year's consumer price index (CPI); and WHEREAS, Seminole County agreed to calculate and provide the City with annual CPI data provided by the U.S. Department of Labor, Bureau of Labor Statistics and the U.S. Energy Information Administration; and WHEREAS, the rate payable to Waste Pro for solid waste collection will be increased from $13.02 per home per month to $13.18 per home per month for regular and special collection services; and WHEREAS, for residents who opt for side door collection services who do not have a debilitating condition, an additional charge of $10.57 will be assessed above the new rate (or a total of $23.75 /home per month); and WHEREAS, the new rates will become effective April 1, 2013; and WHEREAS, the City has accumulated a surplus of recycling revenue generated from the disposal agreement with Seminole County during the first quarter of Fiscal Year 2013; and WHEREAS, it is recommended that this surplus absorb the total costs associated with the CPI rate adjustment (or $7,421.16) in lieu of passing the rate increase on to residents; and WHEREAS, Public Works staff has reviewed the CPI data submitted by Seminole County and recommend a rate adjustment accordingly. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: SECTION I. The City Commission of the City of Casselberry hereby approves a CPI rate adjustment payable to Waste Pro for residential solid waste collection, increasing the base rate from $13.02 per home per month to $13.18 per home per month for regular and special residential solid waste collection and from $23.50 per home per month to $23.75 per home per
