Motion was seconded by Commissioner <br />Aramendia. <br />Discussion: Commissioner Miller stated that this program would give the City another tool in the toolbox with <br />which to attract new businesses and also to encourage existing businesses to expand. <br />Motion carried unanimously by voice vote 5 -0. <br />No items were scheduled on this agenda. <br />A. Resolution 12 -2391 — Special Use Parks Designation and Special Event Permit <br />Policies and Procedures <br />The City Clerk read Resolution 12 -2391 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, DESIGNATING SPECIFIC <br />PARK AREAS WITHIN THE CITY AS A SPECIAL USE PARK; APPROVING AND ADOPTING <br />POLICIES AND PROCEDURES FOR SPECIAL EVENT PERMITS ISSUED FOR USE OF THE <br />CITY'S SPECIAL USE PARKS AS PRESENTED IN EXHIBIT "A"; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: Community Development Services Manager Sandra Smith gave a brief overview of the <br />item. She explained that the actions taken within Resolution 12 -2391 support Ordinance 12 -1373 which was <br />adopted earlier in the meeting and which exempts special use parks from the requirements under City Code <br />Chapter 14, Amusements. She further explained that the Resolution designated Lake Concord Park and Secret <br />Lake Park as special use parks. She added that since these parks would then be exempted from the permitting <br />requirements and criteria established for special events, open air sales, open air food sales and seasonal sales, it <br />was necessary to adopt Policies and Procedures that specifically apply to these special use parks, and these <br />Policies and Procedures were attached to the Resolution as Exhibit A. Ms. Smith advised that these Policies <br />and Procedures primarily dealt with the permit process and the information required on the application. <br />Ms. Smith advised that the City Attorney had reviewed the Policies and Procedures and requested the <br />following amendments be made: <br />1. Section L Intent, strike the last line "or that might interfere with the peace on City property, including <br />streets and sidewalks" as it is redundant. <br />2. Section III. Special Event Policies and Procedures, strike Item 6.b. under Signs, "b. Advertisements <br />
