CASSELBERRY CITY COMMISSION Minutes of December 10, 2012 — Workshop Page 2 of 4 Mr. Newlon stated that the Commission would be asked the following questions: • Is it still the goal of the City to illuminate the City for the purposes of public safety, crime prevention and economic development? • If so, shall the program continue to be funded with special assessments? • And if special assessments are desired, should the methodology on which the special assessments are based change? • And if special assessments are desired, should some allowance be factored into the special assessments for capital replacements? Mr. Newlon further stated that prior to beginning a discussion of these questions, Special Projects Coordinator Marty Pawlikowski would share a presentation about the program which would help to give the Commission a foundation for the discussion. Mr. Pawlikowski presented an overview of the City's Street Light Assessment Program which included a history of the implementation of the program; required improvements and design criteria and definitions contained in the City's Unified Land Development Code; areas within the City which are listed as "excluded subdivisions" fi•om the program; data showing additional revenues which could be generated from "excluded subdivisions" if included in the program; commercial corridor classification; and the actual assessments and the methodology used in figuring the assessment. Mr. Pawlikowski then presented the following options for Commission consideration: • Eliminate `Excluded Subdivisions" • Added assessment can reduce assessed rate for everyone • Increases assessment revenue • Reduces staff resources used on preparation of assessment role • Eliminate Commercial Corridor -Added assessment has minimal impact on assessment revenue -Reduces staff resources used on preparation of assessment role • Keep status quo • Keep "Excluded Subdivisions" and raise assessment rates ® Funds additional lights on annual basis • Additional lighting • Add 25 lights annually regardless of cost • Change to an annual budgeted value and install lights up to budgeted value A copy of the PowerPoint presentation is attached to and made a part of these minutes.
