CASSELBERRY CITY COMMISSION <br />Minutes of December 10, 2012 — Workshop <br />Page 2 of 4 <br />Mr. Newlon stated that the Commission would be asked the following questions: <br />• Is it still the goal of the City to illuminate the City for the purposes of public safety, crime <br />prevention and economic development? <br />• If so, shall the program continue to be funded with special assessments? <br />• And if special assessments are desired, should the methodology on which the special <br />assessments are based change? <br />• And if special assessments are desired, should some allowance be factored into the special <br />assessments for capital replacements? <br />Mr. Newlon further stated that prior to beginning a discussion of these questions, Special Projects Coordinator <br />Marty Pawlikowski would share a presentation about the program which would help to give the Commission a <br />foundation for the discussion. <br />Mr. Pawlikowski presented an overview of the City's Street Light Assessment Program which included a <br />history of the implementation of the program; required improvements and design criteria and definitions <br />contained in the City's Unified Land Development Code; areas within the City which are listed as "excluded <br />subdivisions" fi•om the program; data showing additional revenues which could be generated from "excluded <br />subdivisions" if included in the program; commercial corridor classification; and the actual assessments and <br />the methodology used in figuring the assessment. <br />Mr. Pawlikowski then presented the following options for Commission consideration: <br />• Eliminate `Excluded Subdivisions" <br />• Added assessment can reduce assessed rate for everyone <br />• Increases assessment revenue <br />• Reduces staff resources used on preparation of assessment role <br />• Eliminate Commercial Corridor <br />-Added assessment has minimal impact on assessment revenue <br />-Reduces staff resources used on preparation of assessment role <br />• Keep status quo <br />• Keep "Excluded Subdivisions" and raise assessment rates <br />® Funds additional lights on annual basis <br />• Additional lighting <br />• Add 25 lights annually regardless of cost <br />• Change to an annual budgeted value and install lights up to budgeted value <br />A copy of the PowerPoint presentation is attached to and made a part of these minutes. <br />
