Citizen Advisory Boards Administrative Improvements and Efficiencies <br />City Clerk Donna Gardner advised that staff had been assessing the functionality and efficiency of the City's <br />various citizen advisory boards for approximately the past eighteen months. She stated that some of the <br />changes that had already occurred during that time frame were to change the frequency of meetings for the <br />Lakes Advisory Board and the Planning and Zoning Commission, and to change the meeting time for the Code <br />Enforcement Board. She added that this has been an ongoing effort to maximize both staff and board member <br />time. <br />Ms. Gardner explained that staff had identified some inconsistencies and duplicative language in the City's <br />Codes relating to the Board of Adjustment and the Planning and Zoning Commission and were looking for <br />some direction from the Commission as to assessing the functions of the two boards and perhaps moving some <br />of the duties from one board to the other. She also stated that both the Senior Advisory Board and the Parks <br />and Recreation Board had vacancies and were not meeting regularly, so she would like to have some <br />discussion to see if the Commission would be open to considering staff recominendations about these two <br />boards at a future date. She added that the bulls of board appointments are done in January, and if possible she <br />would like to see the discussion and any changes take place before the appointments are made at the second <br />meeting in January. <br />In response to questions from Ms. Lipscomb, Ms. Gardner explained that the first items she would like to <br />address would be the Code duplications which would have to be accomplished by ordinance. She added that <br />because some of the issues were contained in the ULDR, it would require that the ordinance first be reviewed <br />by the Planning and Zoning Commission and then brought forward for consideration by the City Commission. <br />She also stated the Senior Advisory Board was not established either in the City Code or by resolution. She <br />explained that it had originated in conjunction with federal grant monies which were received to build the <br />recreation center, but it was no longer tied to that and the bylaws were grossly outdated. She added that since <br />the scope of the Parks and Recreation Board covered all age groups and all facilities and she had been unable <br />for a year to recruit members to the Senior Advisory Board, her first recommendation would be to sunset the <br />Senior Advisory Board and update the Code relating to the Parks and Recreation Board to ensure it was clear <br />that it covered all ages and all facilities. <br />Discussion: Discussion ensued regarding the various duplications of language in the Code and the ULDR; the <br />possibility of merging the duties of the Board of Adjustment into the Planning and Zoning Commission; <br />
