CASSELBERRY CITY COMMISSION <br />Minutes of January 14, 2013 — Workshop <br />Page 3 of 4 <br />Mr. Newton followed up briefly on Mr. Adams' comments, stating that staff did evaluate all of the five <br />developer teams that were proposed; they matched them to the guiding principles and found the two that <br />seemed to most closely align with what the Commission had asked for; and then of those two they heard more <br />from each. He stated he would be making a recommendation to the Commission tonight, but also wanted to <br />add that at the conclusion of the soft process, they had also done a newspaper offering, a notice to dispose of <br />properties to announce as one last opportunity to vet this process to allow anyone else who might have an <br />interest in the City's properties to submit a proposal as well. He added that the notice was advertised and <br />stayed open for a period of time prior to closing, and no other offers were received outside of this process. <br />Mr. Newton advised that his and staff's recommendation for the team that best matched the Commission's <br />approved guiding principles was the team of Castor and Integra Land Company, and representatives of each <br />were here to give a short presentation. <br />Mr. Dave McDaniels, representing Integra, gave a presentation to the Commission consisting of a history of the <br />company and its projects; various elevations and site plans; aerial views of the City site; and design concepts. <br />A copy of the PowerPoint presentation is attached to and made a part of these minutes. <br />Mr. Brett Hutchens, representing Casto, gave a presentation to the Commission consisting of a history of the <br />company and its projects, including multifamily residences and a specialization in mixed -use redevelopment <br />opportunities; standards used in their developments; elements of redevelopment; and an overview of various <br />projects they had created. He also introduced Mr. Paul Rutledge and Mr. Jim Conroy who were also <br />representatives of the Company and involved in planning of the projects. A copy of the PowerPoint <br />presentation is attached to and made a part of these minutes. <br />Discussion: A brief discussion ensued regarding the City's focus on culture and the arts, the need for <br />restaurants, and the desire for possibly a hotel and a theater to be included in the development. <br />Mr. Newton asked the Commission if based on staff's recommendations there was a consensus to direct staff to <br />move forward with this development team towards a development agreement for their consideration in a few <br />months. <br />CONSENSUS: Commission consensus was to direct staff and the City Attorney to <br />pursue a development agreement with the development team consisting <br />of Castor and Integra Land Company for the development of City <br />owned properties along 17 -92. <br />Mayor Glancy thanked the developers for their presentations, and thanked Mr. Newton, Mr. Adams, and city <br />staff for all their hard work in getting to this point in the process, adding that the Commission is looking <br />forward to what will be done over the next few months. <br />Mayor Glancy adjourned the workshop at 6:50 p.m. <br />
