CASSELBERRY CITY COMMISSION
Minutes of February 25, 2013 — Executive Sessimi and Regular Meeting
Page 3 of 19
g
Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the
agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of
decorum. The following individuals came forward:
1. Mr. Tom Swartz, 806 Dogwood Drive, commended the Commissioners on the good job they
were doing, but expressed his opinion that they should hear input from the residents and
voters in the City prior to making an appointment to the Commission.
2. Mr. Ron Bryan, 500 Lake Kathryn Circle, also voiced his opinion that it was important for the
Commission to get input from the community prior to making an appointment. He suggested
they may wish to consider a petition process, followed by an application, and then a question
and answer session.
3. Mr. Joe Buhler, 782 Dogwood Drive, expressed concerns about a perceived lack of
communication between the City and the residents of Lake Kathryn Estates.
4. Mr. Rob Phillips, 251 South Triplet Lake Drive, thanked the City Commission and staff for
their excellent service, and also voiced his support for some sort of democratic due process
when making an appointment to the Commission, suggesting possibly an advertised
application and interview process to allow concerned citizens to have input.
5. Ms. Kathy Hale, 325 Southeot Drive, advised she was selected last month as the new
Chairperson of the Code Enforcement Board and was looking forward to a good year with a
very good Board. She thanked the Commission and staff for their assistance in the past, and
asked that the Commission please communicate with the Board if they have any particular
concerns.
6. Mr. John Casselberry, 700 South Lost Lake Lane, expressed concerns about the sediment
evaluation being considered as Item A on the Consent Agenda and how it may affect other
connected lakes and canals.
7. Mr. James Fraleigh, 23 Teresa Court, voiced concerns about various issues, including the
location of the City's fleet maintenance facility; conduct of Commission meetings; negative
effects of the 17- 92/436 flyover on local businesses; and perceived problems with the City's
Police Department.
No one else came forward.
•
Mayor Glancy announced a supplement was distributed to each of the Commissioners regarding Item H on the
Consent Agenda. She advised that the only change to the item was to correct a scrivener's error in the Florida
Statutes section number from 326.025 to 336.025 in the Interlocal Agreement.
