CASSELBERRY CITY COMMISSION <br />Minutes of January 12, 2012 — Joint Meeting with Community Redevelopment Agency <br />Page 2 of 4 <br />City Manager Barbara Lipscomb gave a brief introduction, explaining that the CRA was on schedule to sunset <br />in 2015, so the joint meeting was for the purpose of looking at options and thinking ahead on how the City <br />wants to proceed. She added that much of the discussion would center on the City's 15 acres of property. <br />Presentation: Mr. Don Martin, Community Development Director, gave a presentation regarding the <br />Casselberty Community Redevelopment Agency. He briefly explained the history of the <br />CRA, and that it is scheduled to sunset in 2015 unless an extension is granted by Seminole <br />County. He added that communications thus far appear to show reluctance on the part of <br />Seminole County Commissioners to grant the extension. Mr. Martin presented an overview <br />of two possible strategies, either a 10 -year extension taking the CRA to the maximum 20 year <br />lifespan, or a 2 -year extension to 2017, which would coincide with sunset of the County <br />CRA. <br />Mr. Martin reported the following figures for potential available capital resources for funding of projects: <br />Unencumbered as of January 1, 2012: <br />$1,486.944 <br />Potential Target Outparcels, Land Sale: <br />786,702 <br />Projected Future Increment (2013 -2015) <br />600,000 <br />Less projected operating expenses: <br />TOTAL POTENTIAL AVAILABLE: <br />$2,873,646 <br />He added that the focus for consideration would be on the City's 15 -acre property and provided information on <br />market considerations and demographics. <br />Where we go from here <br />Ms. Lipscomb explained that at the direction of the Commission to present strategies for development of the 15 <br />acres into a unique City Center, she had engaged Associated Consulting International, Inc. (ACi) to prepare a <br />design and development strategy for the Commission's consideration. She then introduced Mr. Larry Adams <br />of ACi, who made a presentation entitled Economic Repositioning, Urban Design and Development Strategy, <br />that included considerations of the economy and demographics, and showed possible ideas and strategies for <br />creating a unique City Center which would meet the Commission's vision for this property. <br />
