Community Redevelopment Agency
June 21, 2012
Mr. Donald Martin, Community Development Director, stated that the closing for the purchase of the Black's
Automotive parcel would occur in August. Mr. Martin stated that the purchase of the Target outparcel fell through
and Staff has started marketing that parcel again.
Mr. Martin stated that the City has hired an advisor, ACI, to assist with the development of the City Center
property. He said that Staff took a request to the City Commission to include all the City's properties in the
development including the Lake Concord parcel, the Police Department Building and the Public Works /Fire
Administration Building, He said that 7 developers have been interviewed and it would be narrowed down to 3. He
said a developer should be selected in the next 3 months. He said there is new interest in developing the City's
property. Mr. Martin felt that the SR436 /Highway 17/92 flyover and the Sun Rail Project add value to the City's
properties. Mr. Martin stated that the owners from Casselberry Golf Course have notified the City that they no longer
plan to operate the golf course. He said they have asked the City to work with them to transition the golf course to
housing and open space so they can sell the property. Mr. Martin said the City maintains the water system for the
golf course so it a combined City /private subsidy to operate the golf course. He said it is not financially viable for
either the City or the owners. He said the demand for golf is shrinking. Mr. Martin said the plan is to engage the
community in a full dialogue about the future of the golf course and as it relates to the City Center it could provide
additional property for that development.
In response to the Board's question regarding the City operating a municipal golf course, Mr. Martin said it
was discussed but didn't feel it was economically viable. He said that he has to report back to the City Manager and
additional research may be done. A general discussion ensued regarding the City of Winter Park purchasing their
golf course, the validity of the reverter clause for the Casselberry Golf Course and possible annexation of the Deer
Run Golf Course.
