9. PUBLIC HEARINGS <br />The purpose of a Public Hearing is to receive input regarding the item being considered. Public Hearings are not intended to <br />be a time for the public to obtain information about the subject matter of the hearing. (Hearing Sequence: 1st - Staff; 2nd - <br />Applicaut/Requesting Party; 3rd - Public; 4th - Opportunity for brief rebuttals, if appropriate; Final - City Commission motion, <br />discussion and action.) <br />A. Public Hearing: Resolution 12 -2418 - Adoption of Final Millage Rate for Fiscal Year 2012- <br />2013 <br />Consideration of Resolution 12 -2418 providing for the second and final public hearing to adopt the final millage rate of <br />5.450 mills for the Fiscal Year 2012-2013 is requested. <br />B. Public Hearing: Resolution 12 -2419 - Adoption of Final Operating Budget for Fiscal Year <br />2012 -2013 <br />Consideration of Resolution 12 -2419 providing for the second and final public hearing to adopt the final Operating <br />Budget for the Fiscal Year 2012 -2013 in the amount of $43,649,389 is requested. <br />C. Public Hearing: Second Reading of Ordinance 12 -1377 - Amend City Code Chapter 58, <br />Article VI, Residential Property Registration (LPA 12 -06) <br />Consideration of Ordinance 12 -1377 on second and final reading to provide for clarification within the code requirements <br />regarding the properties that are included in the City's Abandoned and Neglected Foreclosed Property Registration <br />Program and to expand those properties to commercial and industrial districts hi addition to residential districts is <br />requested. <br />D. Public Hearing: Second Reading of Ordinance 12 -1378 - Amending City Code Section 82 -13, <br />Abandoned or derelict vehicles <br />Consideration of Ordinance 12 -1378 on second and final reading to eliminate parking of inoperable vehicles in carports is <br />requested. <br />E. Public Hearing: Second Reading of Ordinance 12 -1379 - Amendments to ULDR Section 2- <br />7.10(C), Fences and Walls. <br />Consideration of Ordinance 12 -1379 on second and final reading for amendments to ULDR Section 2 -7.10 related to <br />fence placement, attachments to fences and fences on through lots is requested. <br />F. Public Hearing: Second Reading of Ordinance 12 -1380 - Establishing a Special Service Fee <br />for Outstanding Lien Searches <br />Consideration of Ordinance 12 -1380 on second and final reading to establish a special set-vice fee in the amount of $25.00 <br />for outstanding lien searches is requested. <br />G. Public Hearing: Resolution 12 -2416 - Extension of Internet Cafe Moratorium <br />Consideration of Resolution 12 -2416 approving a ninety-day extension to the moratorium on issuance of City permits or <br />approvals for game rooms, arcades, internet cafes, sweepstakes redemption centers and similar indoor entertainment and <br />anmsement activities, as provided and adopted via Ordinance 12 -1371, is requested. <br />H. Public Hearing: Appeal of Conditional Use Conditions - Fifi's Grooming School and <br />Veterinary Clinic, CU 12 -08 <br />Consideration of an appeal from the owner of Fifi's Grooming School and Veterinary Clinic, related to the conditions <br />placed upon the Conditional Use approval for the use located at 497 SR 436, is requested. <br />10. FIRST READING OF ORDINANCES <br />None. <br />11. RESOLUTIONS <br />None. <br />12. OTHER ITEMS <br />A. Amendment to ULDR Section 3 -10.9 - Parking of vehicles in residential districts - <br />Recreational equipment and overnight parking (LPA 12 -09) <br />Consideration to clarify the City Commission's intent regarding the type of recreational equipment that may be parked in <br />a residential driveway overnight is requested. <br />
