CASSELBERRY CITY COMMISSION <br />Minutes of June 11, 2012 — Regular Meeting <br />Page 14 of 18 <br />Mayor Glancy also stated that there was discussion about whether to include the School Board in the Mayors <br />and Managers group, advising that the overall consensus of the group was to bring the Board back into the <br />group. <br />E. Council of Local Governments in Seminole County (CALNO) Report —Vice Mayor <br />Hufford <br />Stated that one of the main functions of CALNO was to pass legislation for the Local Option Gas Tax, and <br />noted that the City's portion this year would be approximately a half million dollars from the distribution. She <br />advised that there was discussion about the fact that the tax would be sunsetting, one portion in 2013 and the <br />remainder in 2015. She asked Mr. Newlon to briefly explain the benefits of the gas tax to the City. <br />Mr. Newlon stated that the tax was to be used for transportation related expenses, and that it could be used for <br />either operating costs or for capital expenditures. He noted that most recently it had been used to guarantee a <br />loan taken out to build the Plumosa interchange improvements, but once that debt is paid off next year it can be <br />used for other things like paving and other amenities. He stated that there is a need for it and it would benefit <br />the City if that funding source could be extended. <br />Vice Mayor Hufford advised that the decision whether to extend the tax would be made by the Board of <br />County Commissioners, and would have to be by a supermajority. She added that she felt it was important for <br />the Commission to advocate for extension of the tax with the County Commissioners and also with any <br />candidates for the County Commission. She stated that she felt this issue should be included on the agenda for <br />the meeting with the County. <br />Vice Mayor Hufford reported that the cities of Longwood and Lake Mary are looking into the possibility of a <br />joint health center. She also reported that the speaker was the Interim Police Chief for the City of Sanford, who <br />spoke about lessons learned and the steps they are taking going forward, such as a public information plan, a <br />triage team, someone knowledgeable in how to make statements about sensitive situations, and accreditation. <br />She commended Chief McNeil for already having some of these measures in place for the City of Casselberry. <br />Reminded the Commission of Mr. Dello Russo's comments earlier in the meeting, stating that the <br />economics of golf have changed, causing an oversupply of golf courses and an undersupply of <br />demand, and that rather than continue to fund losses at the Casselberry Golf Course its owners are <br />now considering closing it. He stated that the opportunity now exists to work cooperatively with those <br />owners to explore options for redevelopment that would not only benefit the owners but would also <br />maximize the benefits to the City and minimize the impacts to the homeowners that are surrounding <br />the golf course now. He stated that if the Commission did not object, he would like to authorize staff <br />to begin working with the golf course owners to come up with a good plan for redevelopment that <br />could be brought back for the Commission's consideration. <br />
