Community Redevelopment Agency <br />July 8, 2011 <br />Page 7 <br />Mr. Jones said in the past the CRA Board outsourced the services for the Board and it was more <br />expensive and less efficient. Mr. Martin stated that he recalculated the budget figures to balance the CRA <br />budget by removing the $100,000 from Economic Opportunity Incentives and reducing the Professional <br />Services line item from $84,000 to 34,807. <br />In response to the Board's question regarding the use of the professional services line item, Mr. <br />Martin stated he would like to conduct a study addressing the ditches along US Highway 17-92 corridor. He I <br />said a significant investment has been done along the corridor and the State is planning to spend $1.4 <br />million on beautification. He said the only thing left on the corridor from a public perspective is the huge <br />ditches along the roadway for drainage. He said if the ditches could be relocated or the water placed <br />underground it would improve the corridor. He said the ditches are an inhibitor to the aesthetics and the <br />pedestrian friendless of the area. Mr. Martin suggested conducting a stormwater study related to creative <br />solutions for the elimination of the ditches. Mr. Martin stated that the CRA professional services line item <br />i <br />i <br />could be used to fund the study. A general discussion ensued regarding the professional services line item, <br />the budget amendment process to transfer funds, rollover of funds to the next fiscal year's budget and the <br />budget approval process. <br />I <br />Mr. Daigle made a motion to approve the proposed 2011/2012 CRA budget as presented. Mr. <br />Ritchie seconded the motion. Mr. Ritchie said he is in support of the budget providing the flexibility needed <br />by the Board; however, he is not in favor of paying impact fees. The motion passed unanimously by voice <br />vote. <br />Eighth Item of Business: S.R. 436/U.S.17-92 Area Planning Study (CASS2030) Presentation <br />Mr. Martin presented a PowerPoint presentation on the S.R. 436/U.S. 17-92 Area Planning Study ' <br />(CASS2030) (a copy of the presentation is attached and made a part of the minutes). Ms. Lipscomb stated <br />that construction for the flyover is anticipated to begin in 2014 and it will take 18 to 24 months to complete <br />i <br />construction of the project. A general discussion ensued regarding the proposed Wal-Mart at the State ~ <br />Road 436 and US 17-92 and development of a sports facility in the City. <br />
