Community RedevelopmentAgency <br />May 2Q, 2012 <br />Page 2 of 8 <br />Pifth Item of Business: Auditor's Repor# <br />Ms. Bowman introduced Mr. Joel Knopp, City's Auditor, to the Board. Mr. Knopp reviewed the audit <br />information that was included in the CRA agenda packet (a copy is attached and made a part of the minutes). Mr, <br />Daigle made a motion to accept the audit, Mr. Trueba seconded the motion. The motion passed unanimously by <br />voice vote. <br />Sixth Item of Business: Proposed Purchase of Black's Automotive <br />Ms. Pamela Lynch, Economic Development Coordinator, reviewed staffs memo dated May 24, 2012 to the <br />Community Development Department (a copy is on file in the Community Development Department). Ms. Lynch <br />explained that the Black's Automotive parcel is surrounded by City-owned property. She said acquiring this parcel is <br />needed to allow fora (arger developable foofprint by assembling it with the Lake Concord site as well as future larger <br />development which could include the Police Department site. <br />Mr. Jones arrived at the meeting at 9:47 a,m. In response to the Board's question, Ms. Lynch explained that <br />the contract is structured as follows; <br />1. The CRA would provide 120 days notice to Black's Automotive to vacate the premises, <br />2. Black's Automotive would provide the City 120 days notice to vacate the premises; however the CRA <br />could opt to reduce the notice required by Black's Automotive to vacate the site. <br />In response to the Board's question regarding available funding for the purchase of Black's Automotive, Ms. <br />Lynch stated that the City Commission unanimously approved a budget amendment which place CRA funds as a line <br />item for property acquisition for this parcel or any other parcel within the Community Redevelopment District (CRD). <br />Mr. Daigle made a motion to accept the contract for the purchase of the Black's Automotive site. Ms. Peters <br />seconded the motion. A discussion ensued regarding the purchase price, the appraised value of the property, <br />potential redevelopment in the CRD and relocation fees. <br />Mr. Jones said he would feel more comfortable if the City had a contract for development contingent on the <br />CRA purchasing the parcel. He felt that no development would occur even with the acquisition of this property for a <br />couple of years due to the State Road 436/Highway 17-92 flyover project, Mr. Jones said he understands the access <br />to the parcel and the increase to the parking that the purchase of Black`s Automotive parcel would provide, He said <br />that he wanted it on the record due to the history of the CRA and the uncertainty of politics relative to the City <br />
