8. CONSENT AGENDA The action proposed to be taken is stated for each item on the Consent Agenda. Unless the item is removed from the Consent Agenda by a City Commission member, no discussion on individual items will occur and a single motion will approve all items. A. Special Invoice Report Consideration of the Special Invoice Report for Fisher & Phillips LLP, City Labor Attorney Selvices for February 2012 in the amount of$814.00 is requested. B. Succession Planning for Additional Water ProductionlWater Reclamation Operator Positions Consideration of two additional Water Production/Water Reclamation Operator (dual certification) positions to assist in the Utility Division's succession planning is requested. C. Resolution 12-2358 - Cooperative Purchase Agreement with Killebrew, Inc. for the EI Dorado Way Gravity Sewer Point Repair Consideration of Resolution 12-2358 approving a cooperative purchase agreement with Killebrew, Inc. in the amount of $32,816.00 for the El Dorado Way Gravity Sewer Point Repair is requested. 9. PUBLIC HEARINGS The purpose of a Public Hearing is to receive input regarding the item being considered. Public Hearings are not intended to be a time for the public to obtain infOlmation about the subject matter of the hearing. (Hearing Sequence: 1st - Staff; 2nd - Applicant/Requesting Party; 3rd - Public; 4th - Opportunity for brief rebuttals, if appropriate; Final - City Commission motion, discussion and action.) A. Public Hearing: Second Reading of Ordinance 12-1370 - Public Nuisance and Property Maintenance Consideration and adoption of Ordinance 12-1370 on second reading to amend various sections of the City Code to address public nuisances, property maintenance, outdoor/open air storage and storage within carports is requested. B. Public Hearing: Second Reading of Ordinance 12-1371 - Moratorium on Internet Cafes and Similar Uses (MISC 12-01) Consideration and adoption of Ordinance 12-1371 on second reading to impose a 180-day moratorium on issuance of City permits or approvals for various game rooms within the City limits is requested. 10. FIRST READING OF ORDINANCES A. Ordinance 12-1372 - Charter Referendum - Amendment to Article V. City Manager, Section 5.01, Appointment; Qualifications; Compensation Consideration of Ordinance 12-13 72 approving a proposed Charter amendment referendum regarding residency requirements of the City Manager to be placed on the August 14, 2012 City Election ballot for consideration by the City's electorate is requested. 11. RESOLUTIONS A. Resolution 12-2357 - Agreement with C & S Technical Resources, Inc. for the Water Reclamation Facility Clarifier Arm and Winterwoods Lift Station Replacement Project Consideration of Resolution 12-2357 approving an agreement with C & S Technical Resources, Inc. for the Water Reclamation Facility Clarifier Arm and Winterwoods Lift Station Replacement Project in the amount of $587,830 is requested. 12. OTHER ITEMS A. Cooperative Purchase of Police Vehicles and Related Budget Amendment #12-032 Consideration of a cooperative purchase for four Police patrol vehicles under Florida Sheriffs' Association Contract # 11- 19-0907-74 in the amount of$105,161 and related Budget Amendment #12-032 is requested. B. Sole Source Purchase of Telephone System Upgrades and New Telephones and Related Budget Amendment #12-040 Consideration of a sole source purchase for telephone system upgrades and new telephones for the City Hall, Police, and Public Works-Fire Administration buildings, including a five-year warranty on parts, labor and software upgrades, in the anlOunt of $70,737 from Fulton Communications of Florida, and related Budget Amendment # 12-040 is requested.
