Presentation: The Children's Cabinet of Seminole County Mr. Michael Blyant, Chief Financial & Information Officer for Community Based Care of Central Florida, and Communications Co-Chair gave a presentation regarding the Children's Cabinet of Seminole County. Ms. Lynn Whitcomb, Communications Co-Chair was also in attendance. A copy of the presentation is attached to and made a part of these minutes. C. Mayor's Proclamation: National Public Works Week Mayor Glancy proclaimed the week of May 15-21, 2011 as National Public Worlcs Week. Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of decorum. No one came forward. A. Special Invoice Report Introduction: The Special Invoice Report policy was adopted by the Commission to streamline the financial process for approval of certain invoices, awards of bids, initial contracts and change orders on a project in excess of 5% of the total project. The following item has been reviewed by the affected departments and is being presented for approval: Brown, Garganese, Weiss & D'Agresta, P.A. ® City Attorney Services for Apri12011 Invoice No. 46085 $20,870.65 Budget Impact: Funds for the City Attorney invoice are available in FY 2011 Budget AccountNo. 001-0140- 514-31.01. Recommendation: The City Manager and staff recommended approval of the Special Invoice Report. B.
