CITY OF CASSELBERRY PLANNING AND ZONING COMMISSION/ LOCAL PLANNING AGENCY The City of Casselberry Planning and Zoning Commission/Local Planning Agency held a public meeting on Wednesday, February 9, 2011, at 6:30 P.M. in the Casselberry City Hall, Commission Chambers, 95 Triplet Lake Drive, Casselberry, Florida. Members present: Anthony Aramendia, Vice-Chairman Edmund Bakalla Daniel Hale Andrew Meadows Victor Lutz Members absent: Harley Parkhurst, Chairman Nathan Van Meter, Jr. Planning and Zoning Commission Attorney: Catherine Reischmann, Attorney Staff members present: Eric Raasch, Planner I Joni Dixon, Secretary First Item of Business: Approval of Minutes for the public meeting held on January 12, 2011. Mr. Aramendia stated the Chair was open for a motion on the approval of the minutes for the public meeting held on Wednesday, January 12, 2011. Mr. Bakalla moved to accept the January 12, 2011 minutes. Mr. Hale seconded the motion. The motion passed unanimously by voice vote. Second Item of Business: Disclosure of Ex Parte Communications. None of the Commissioners declared an ex parte communication. Third Item of Business: SPR 10.01: The Center for Drug Free Living Continued. Landscape waiver request for property located at 96 Plumosa Avenue, Casselberry, Florida. Mr. Eric Raasch, Planner I, reviewed the information provided in his memorandum dated February 4, 2011, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development Department). Mr. Raasch presented a PowerPoint presentation and reviewed photographs of the site in its current condition (copies are attached and made a part of the minutes). Mr. Raasch stated that Section 3-14.15 of the City's ULDR provides criteria for the evaluation of a tree replacement waiver request. He said the Code states that the
