Community Redevelopment Agency <br />December 10, 2010 <br />Page 7 <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry said <br />that Community Redevelopment Agencies have always concerned him from the point of view that it anchors the <br />amount of revenue the general fund receives from the district by establishing a base year. He suggested that CRA's <br />should fix a time range for the base year so each new year starts a base year forward again. He said that he likes <br />the City's CRA because the County's 17-92 CRA tends to be much more development intensive. He didn't feel that <br />was what the citizens wanted, He said they primarily want the commercial on the road and the residential areas <br />pretty calm. Mr, Casselberry suggested that someone should look at all the redevelopment agencies and calculate <br />the regular general fund millage rate if the CRA did not exist. He said they may find a pattern that it is good or bad. <br />Mr. Casselberry said that he talked with Publix regarding the City Center parcel and another parcel further <br />in, He said Publix had a preference to be on the highway. Mr. Casselberry said as far as the Rubin parcel is <br />concerned, an evaluation should be done on what has been paid for other parcels in the area and that would <br />determine how feasible that price would be. <br />Mr. Casselberry suggested relocating the driveway for the Concord Center parcel so that it is not in front of <br />the restaurant for safety reasons. He suggested shifting the driveway further south so it would not block the traffic <br />light at Home Depot. He also expressed a safety concern if the kitchen was located in the basement of the <br />restaurant, Mr. Casselberry suggested constructing a building similar to the one in Altamonte Springs that has the <br />parking below a two story building. He felt that the constraints and expense for the development for the site had <br />more to do with the building design than the site itself, He said he would also shift the drainage to the northern <br />corner and design it without a vault. He thought they needed more than one idea. Mr. Casselberry felt that Chef <br />Keogh may be better off without a commitment because he could get a quicker decision from investors if it looks like <br />he doesn't have the land already tied down. <br />There being no further business to come before the Board, the meeting was adjourned. <br />,. .. ~~~ a <br />/ _. <br />Joni Dixon, Secretary <br />
