Community Redevelopment Agency
December 10, 2010
Page 2
Mr. Raasch said Staff recommends approval of the request, as the color conforms to the Community
Development District (CRD) color requirements. He said if the Community Redevelopment Agency approves the
facade design for the property located at 208-298 State Road 436, the approval would be based upon the findings of
fact and conclusions of the staff report dated December 6, 2010 and the following conditions:
1. A separate permit is required for all signage. Signage must conform to the copy area requirements as
outlined in the Unified Land Development Regulations or the CRA approval is null and void.
2. Any new copy area that does not conform to the CRD color requirements will require additional CRA
review.
3, All of the above conditions shall be fully and faithfully executed or the approval shall become null and
void.
A brief discussion ensued regarding the new proposed color conforming to the CRD requirements. Mr.
Ritchie questioned the need for the CRA Board to review a change that still meets the CRD requirements.
Mr. Ritchie made a motion to approve the change to the roof color. Mr. McGregor seconded the motion.
The motion passed unanimously by voice vote.
Fourth Item of Business: Status Update on Projects
Mr. Martin reviewed staffs memo dated December 10, 2010 regarding the status of several projects in the
Community Redevelopment District (a copy is attached and made a part of the minutes). Mr. Martin stated that he
met with the Seminole County Planning Director regarding an extension to the CRA term and she requested that the
City provide a letter detailing what the CRA has accomplished, what it hopes to accomplish through the extension
and detailing why it is in the interest of the County to grant an extension. Mr. Martin said it could strengthen the
City's position in requesting an extension to the CRA term if there was apublic/private partnership to redevelop the
Concord Center and City Center sites. Mr. Martin felt this was not the time to request an extension to the CRA term.
He said the City has sent a letter to the County regarding the extension and it could follow up with additional
information. Mr. Martin said that we would need to see how things evolve over the next two years.
A discussion ensued regarding moving forward with the request for the CRA extension before the next
election. Mr. Jones made a motion that the City drafts a letter in support of the City Manager's request relative to the
extension of the CRA, approved by the Board and sent to the County laying the foundation for the extension. He said
the City is in a unique situation trying to complete these tasks and it goes hand in hand with the County's CRA
